GRANBY ATHLETIC FIELD LONG-RANGE ADVISORY COMMITTEE
MEETING MINUTES
September 4, 2008

PRESENT:        Benjamin Perron, Chairman; Brian Presbie, Ron, Durej, and James Tibbets.  

OTHER PRESENT:  Richard Boston, RLA


Chairman Perron confirmed a quorum and called the meeting to order at 7:00 p.m.
REVIEW AND APPROVAL OF PREVIOUS MEETING MINUTES

The committee reviewed the minutes of August 7, 2008.  

On a MOTION by Ron Durej, seconded by Brian Presbie, the committee voted unanimously (4-0-0) to approve the minutes of August 7, 2008.     

DISCUSSION DRAFT REPORT OF THE MASTER PLAN
This topic was tabled until Tuesday, September 23, 2008.

Chairman Perron started the discussion about phasing sections of projects from the master plan on athletic fields and related facilities.  When looking at the middle and high school athletic fields improvements, the committee concurred the fields and track located in the west location of the high school should be kept as one project and is considered a major phasing in section.  Mr. Boston indicated that each project section would take approximately 15 to 18 months to complete.  Considerations should be given to the start date of the phasing of projects against the sports schedule for playing and practicing games for soccer, baseball, track, football, etc.  The committee agreed the best way for the start of the projects should involve the timing period, cost, and high return in investment.  The phasing sections of projects may overlap each other (when possible) to get the best outcome for the completion of the projects.  There was some discussion about alternates allowing for elimination or postponements of items in the phasing sections of the projects.  (Example – field house, some bleachers, some lighting, or an artificial turf field might be postponed or eliminated).  

The committee concurred and asked Mr. Boston to develop a draft for construction estimates into three phases which are:

1.      Ahrens Park:  add a soccer field and change the location garden area.  Salmon Brook Park: add a soccer field at Route 10, new parking areas, and the parking access at Route 20.  School:  add new parking area located in the middle area of the school, obtain an A1 survey, and do site preparation.
2.      School:  add the athletic fields and track, etc. located in the west area of the school.
3.      School:  improve the athletic fields in the north area of the school.  

Chairman Perron reported on the discussion he had with Chairman Lofink from the Storage and Wash Bay Committee.  This committee has developed approximately six (6) options for constructing the building needs from the school and Public Works Department.  The committee discussed these options and their thoughts as it may affect the project scenarios of their committee’s charge in developing a master plan for athletic fields and related facilities.  Some of the options may possibly hinder further development of any parcels in that area.  
ADJOURNMENT

The next regular meeting is scheduled for September 23, 2008.  

On a MOTION by James Tibbets, seconded by Ron Durej, the committee voted unanimously (4-0-0) to adjourn the meeting at 8:30 p.m.
