Meeting was called to order at 12:35
Committee Members Present: Harold Borderwick, Neil Mueller (1:02 pm), Bill Regan, Mark Bombard, Mike Malloy, Michele Holt, Bill Smith ex-officio member.

I.~~ Public Comment~~
Susan Regan of 62 Hungary Rd. Granby gave an invoice to Mike and she introduced invited guest and Granby resident, Karen Handville.
Karen Handville of 2 Cornfield Lane Granby, resident for 25 yrs. expressed she was interested in the success of the organization. She currently is station manager for SCTV (Simbsury) she mentioned she has access to resources to help.
II.~ Approval of Minutes for 11-04-2010 Special Meeting
No motion to accept minutes was made as there was not a quorum present at the time – item tabled until next regularly scheduled meeting.
III. Old Business

~~~~~~~~~~ A. Inventory Progress Mark/ Neil/ Mike
Hartland and East Granby have been completed and information entered into an Excel spreadsheet to track. Granby still needs to be completed and recorded – Mark reports this is going well.
~~~~~~~~~~ B. Local access organization suggestions
Bill Smith indicated that he had spoken with John Adams, Wade Cole and Jim Hayden on the Tri-Town organizational structure proposal that has been submitted. He would like to see us move forward and have the three towns appoint members to the board as the towns are providing cash support. This will also lend help to obtaining sponsorship support. Bill suggested three members/appointed from each town must be residents one would be appointed, another member of the three would be appointed by the board and approved by the BOS of the town where they reside, the third member would be appointed by the board as a whole – terms should be limited to a certain number of years overlapping. Main goal would be that the town would have to be in the loop as they are providing resources and
would be important to DPUC and Cox Communications as well.

Mike commented that the committee has moved along quite well with approving the proposed organizational structure for Tri-Town Community Television.
Bill outlined the Windsor Public TV structure as a possible structure to consider.
Michele indicated there had been several previous TTCTVGAC meetings where discussions of possible org structures have been on the agenda and discussed.
Bill added that his concerns were with the “public image” of the station appearing to be “government sponsored” – he is concerned about the public perception of GCTV.
ON A MOTION MADE by Mike Malloy and seconded by Mark Bombard the Committee agreed to accept public comment within the meeting. Vote passed (4-0-0).
Karen Handville from Simsbury TV – mentioned that you don’t need a board to run a Government station – nothing is allowed to be edited, its all volunteer and there is not anything really to “run”.
~~~~~~~~~~ C. GCTV Financials/ Request
Mike continued his request for accounting from GCTV. Bill reported that Susan Regan was now Treasurer of the GCTV Board of Directors.

Mark has finalized the list for submission and will forward to Michele. He will add additional software that is needed to the list. Michele requested if someone could send her a copy of our 2nd grant request from last year.

Next Meeting of TTCTVGAC – December 21, 2010 at 12:30 in Granby
Yvon Lemieux, 6 Sage Lane, E. Granby, noted that he would like to see us review the By-Laws on a yearly basis to revisit the organizational structure.
ON A MOTION made by Michele Holt and seconded by Mark Bombard the committee agreed to close Public comment for the duration of the meeting (5-0-0).
ON A MOTION made by Michele Holt and seconded by Bill Regan the committee agreed to adjourn the meeting at 1:52 pm (5-0-0)
