CONSERVATION COMMISSION
MINUTES

March 18, 2010


PRESENT: Mike Lengvarsky, Joe Zafian, Shelley Reuben, Carolyn Flint, and Neil Hornish

Chairman Lengvarsky called the meeting to order and confirmed a quorum at 7:40pm

MINUTES:

The minutes from the March 4, 2010 meeting were read.

ON A MOTION by Mr. Hornish, seconded by Ms. Flint, the minutes were approved on a 4-0-1 vote. Mr. Zafian abstained from voting as he was late to the March 4, 2010 meeting.

NATURAL RESOURCE INVENTORY (NRI):

Chairman Lengvarsky passed out his first draft of the geology section of the NRI. Chairman Lengvarsky commented that most of the information in his section came straight from the Draft Management Plan created by the Lower Farmington/Salmon Brook Study Committee. He will revise and edit his draft as well as fact check the information from the Draft Management Plan.

Chairman Lengvarsky also noted that he will update the outline progress sheet for the next meeting on April 1, 2010.

Ms. Reuben will present her draft section on forestry at the April 1, 2010 meeting.

20% BY 2010 CAMPAIGN:

Ms. Reuben wrote a draft mission statement and scope and objectives for a Granby Clean Energy Task Force.

Mr. Hornish liked the way the statement came out, but thinks the mission statement should be simple.

Mr. Zafian agreed with Mr. Hornish adding that the statement should be concise.

Chairman Lengvarsky also agreed, and suggested that the majority of the draft mission statement be turned into a preamble. The preamble will provide context on why the task force is being created. He felt a statement should also be added noting that once the measurable goals are achieved the task force will conclude.

Mr. Zafian suggested to word the mission statement as follows: “…to formulate and improve strategies to achieve a real, ongoing reduction in our consumption of energy resources, thereby fostering economic and environmental improvement and quality of life in Granby”.

The Commissioners also suggested that Ms. Reuben make the goals and objectives more specific and measurable.

Ms. Reuben will make the suggested revisions and email the second draft of the preamble, mission statement, and goals and objectives to the Commissioners. Chairman Lengvarsky asked the Commissioners to respond to these edits before the next meeting so that a close to final draft will be ready for the April 1, 2010 meeting.

RAIN-BARREL EVENT:

Chairman Lengvarsky reminded the Commissioners that the set date for this year’s rain-barrel event is June 12, 2010 at 10am in the Town Hall parking lot. He is not sure whether this date coincides with the Chamber of Commerce’s Celebrate Granby event. If it does, Ms. Reuben thinks it would be important to have a booth at the event to promote the 20% by 2010 campaign, as well as other Town boards and commissions.

NEW BUSINESS:

Ms. Reuben noted that the Watershed Association has a display at the Granby Public Library this month, and that the Commissioners should stop by to see it.

ON A MOTION by Ms. Flint, seconded by Mr. Hornish, the Commission voted (5-0-0) to adjourn the meeting at 9:04pm.
