CONSERVATION COMMISSION
MINUTES

July 15, 2010


PRESENT: Neil Hornish, Shelley Reuben, Mike Lengvarsky, Joe Zafian, and Carolyn Flint

Chairman Hornish called the meeting to order and confirmed a quorum at 7:37pm

MINUTES:

The minutes from the July 1, 2010 meeting were read.

It should be noted that Ms. Flint volunteered to write the summary of the geology section only – not a summary for the entire NRI.

Ms. Reuben asked that it be changed in the minutes under the Rain Barrel Event section, that the barrels are not deliverable, and that a booth at the Chamber’s Granby Day is also not possible.

ON A MOTION by Ms. Flint, seconded by Ms. Reuben, the minutes were approved as amended on a 4-0-1 vote. Mr. Lengvarsky abstained from voting since he was not at the July 1, 2010 meeting.


NATURAL RESOURCE INVENTORY (NRI):

Mr. Zafian was not ready to present his section on aquifers to the Commission. He hopes to be prepared for the August 4, 2010 Commission meeting.


CLEAN ENERGY TASK FORCE:

Ms. Reuben is still working on editing the goals/objectives and mission statement for the Clean Energy Task Force. She will email these two documents to the Commission for review when she has completed the re-writes. Mr. Zafian asked for clarification on what the ultimate goal of the Task Force would be. Chairman Hornish read the current version of the mission statement, which clearly states that the purpose of the group would be to reduce Granby’s overall energy usage. The Town of Granby made a commitment to the 20% by 2010 Campaign in 2007 and has not yet fulfilled this commitment.

Some discussion was held in regards to whether the Town would be required to have an energy audit done, as it is not clearly stated on the EPA website. Chairman Hornish and Ms. Reuben will look into this matter. It may be that the Town simply would use their previous energy consumption statistics as a benchmark as opposed to having a professional energy audit done.

It was agreed upon by the Commission that the first meeting of the Conservation Commission in August would mostly be dedicated to preparing for the September meeting of the Board of Selectman. Ms. Reuben will begin editing her PowerPoint presentation, with the help of Mr. Zafian, and have it ready for the August 4, 2010 Commission meeting. Chairman Hornish will find out how long the Commission will have for the presentation at the Board of Selectman meeting. Ms. Reuben will also work on a series of talking points for First Selectman John Adams.

Mr. Lengvarsky suggested the Commission begin identifying target groups who would be beneficial if on the Task Force. The Commission decided that members of the Board of Education, Chamber of Commerce, PTO, High School Science Department, Land Trust, Holcomb Farm, Town workers, Town members at large, and school facilities be included in the Task Force. Chairman Hornish will draft a letter to each of these target groups asking for interest and to participate in the Task Force. He will have this draft ready for review by the Commission by the August 4, 2010 meeting.


NEW BUSINESS:

Chairman Hornish received a letter from the Town asking for a synopsis of what the Commission has been working on over the past year. He drafted this document and submitted it for review with the Commission. He will make a few minor edits and then submit it to the Town by August 1, 2010.



ON A MOTION by Mr. Lengvarsky, seconded by Ms. Reuben , the Commission voted (5-0-0) to adjourn the meeting at 8:43pm.
