TOWN OF GRANBY
CONSERVATION COMMISSION
MINUTES
December 2, 2010
PRESENT: Neil Hornish, Shelley Reuben, Mike Lengvarsky, and Carolyn Flint.
Also present was Anna Sogliuzzo.
Chairman Hornish called the meeting was called to order at 7:30pm.
ON A MOTION by Mr. Lengvarsky, seconded by Ms. Flint, the minutes from the October 21, 2010 meeting were approved on a (4-0-0) vote.
NATURAL RESOURCE INVENTORY (NRI):
Ms. Flint shortened the Geology section of the NRI on Mr. Lengvarsky’s behalf. She made note that Granby’s ridges are one of the most important geologic components of the Town. Ms. Flint also incorporated information on soils into Mr. Lengvarsky’s section. She will bring copies of the Geology section to the next Commission meeting, as well as email it to Chairman Hornish.
CLEAN ENERGY TASK FORCE:
Ms. Reuben created a Gmail account for the Task Force. She handed out directions on how to access it to the Commission. Anna suggested to have any mail sent to Gmail be auto-forwarded to someone’s email so the Task Force can respond quickly. Ms. Sogliuzzo volunteered to have any emails auto-forwarded to her account.
The webinar on how to best utilize the $4,000 grant will be held on December 3, 2010. Both Chairman Hornish and Ms. Reuben are attending.
Ms. Reuben is in the process of having the contact information updated on the Clean Energy webpage. Currently, Granby has 169 sign-ups. She has contacted the 4-H fundraising officer to see if Granby 4-H would be interested in assisting the Task Force in collecting more sign-ups. Chairman Hornish suggested placing a display in the Granby Public Library, and if sign-ups are accrued through the display, the $25.00 “finder’s fee” would go to the Friends of the Granby Public Library.
Ms. Reuben has begun to compile an Excel Spreadsheet of all the Town-owned buildings and their current energy consumption and costs.
On November 22, 2010, Ms. Reuben attended the CT Municipal Climate Network Meeting which was sponsored by EPA Climate Ready Estuaries and Long Island Sound Study, CT DEP Office of Long Island Sound Programs, and ICLEI Local Governments for Sustainability. She provided the Commissioners with a summary of the meeting and how the topics discussed could be utilized by the Town of Granby. One recommendation made at the meeting was for municipalities to update their plan of conservation and development to include sustainability and adaptation measures.
Ms. Flint reported to the Commission that the Granby Senior Center is interested in hosting a clean energy workshop. The Commission agreed they need to determine when to have the meeting and what topics should be included so they can provide this information to the Senior Center soon. Ms. Flint suggested having someone from the Department of Public Utility Control speak as an objective authority. Chairman Hornish commented that perhaps the Commission should use the night as a way to meet with all the groups and organizations in Granby who are interested in getting sign-ups for the Clean Energy campaign.
CAICWAC
Ms. Reuben attended this year’s CAICWAC conference and participated in three sessions: (1) Connecticut Siting Council, (2) Public Act 490 and (3) Working with your Local Planning and Zoning Commission.
DRAFT RIDGELINE GUIDELINES
Mr. Lengvarsky provided the Commission with maps of the ridgelines in Granby and a draft letter written to the Planning and Zoning Commission for submittal of these guidelines. Mr. Lengvarsky will electronically distribute the latest draft of the guidelines to the Commission for review.
ON A MOTION by Ms. Reuben, seconded by Ms. Flint, the meeting was adjourned on a (4-0-0) vote at 8:47pm.
