CONSERVATION COMMISSION
MINUTES

January 20, 2011


PRESENT: Neil Hornish, Shelley Reuben, Susan Dwyer, and Carolyn Flint.

Also present was Anna Sogliuzzo.

The meeting was called to order at 7:35pm.

The meeting minutes from December 2, 2010 were reviewed. Ms. Reuben noted that the abbreviation for CACIWC was incorrect. Ms. Flint asked it be noted that she will be incorporating some information on soils into the NRI but has not done so yet.

ON A MOTION by Shelley Reuben, seconded by Carolyn Flint the minutes from the December 2, 2010 meeting were approved as amended on a (3-0-1) vote. Ms. Dwyer abstained from voting as she was not in attendance at the December 2nd meeting.

PUBLIC LIBRARY DISPLAY:

The Conservation Commission has the use of two 33” X 55” panels in a display case at the Granby Public Library for the month of February. The Commission decided to use one panel for a display on “What is the Granby Conservation Commission?” while the other panel will display information about the Granby Clean Energy Task Force and EPA Community Challenge. If additional room is available, the Commission will include a section on the Natural Resource Inventory. The display can be set up at the Library on February 1, 2011.

Chairman Hornish and other Commissioners interested in setting up the display will get together at a later date to gather materials and layout the design of the panels.

NATURAL RESOURCE INVENTORY (NRI):

Chairman Hornish met with Community Development Director Francis Armentano about the NRI. Mr. Armentano will be providing information on Granby’s farmlands to Chairman Hornish. Mr. Armentano commented that including information about scenic road designations into the NRI would be a nice addition.

Ms. Dwyer will continue working on her section of the NRI in regards to wildlife corridors.

Chairman Hornish commented that a goal of the Commission is to have the NRI complete for the 225 year celebration of Granby.

MEMBER TERMS:

Ms. Dwyer’s term will be up for renewal in February. Chairman Hornish will contact Sue Christian, Town Manager’s Office, to determine how to renew Ms. Dwyer’s term and update the Conservation Commission website to reflect the renewal.

Mr. Zafian resigned from the Conservation Commission. His resignation letter is attached to the minutes.

DRAFT RIDGELINE GUIDELINES:

Chairman Hornish will draft a letter to the Planning and Zoning (P&Z) Commission discussing the Ridgeline Guidelines and suggesting the P&Z adopt the Guidelines.

Ms. Flint spoke with Commissioners from Canton, CT as to how their Ridgeline Guideline process has worked and their suggestion to the Commission was to speak with the public first before trying to have the Regulations adopted.

Chairman Hornish will speak with the head of the P&Z in regards to submitting the guidelines and whether a public hearing will be held. If so, the Commission will draft a letter to stakeholders and property owners giving them information about the hearing.


ON A MOTION by Ms. Flint, seconded by Ms. Reuben, the meeting was adjourned on a (4-0-0) vote at 7:58pm.
