CONSERVATION COMMISSION
MINUTES
February 17, 2011
PRESENT: Neil Hornish, Shelley Reuben, Susan Dwyer, and Carolyn Flint.
COMMISSION VACANCIES:
Mr. Mike Lengvarsky resigned from the Conservation Commission effective immediately. His letter of resignation is attached to the minutes.
Ms. Anna Sogliuzzo has not yet been sworn it so the Conservation Commission has three vacancies. Ms. Sogliuzzo was approved by the Democratic Town Committee and is waiting to hear from the Republican Town Committee as she would be filling a Republican’s slot on the Commission. Chairman Hornish will contact First Selectman John Adams about getting Ms. Sogliuzzo sworn in soon as the Commission has so many vacancies.
JANUARY 20, 2011 MEETING MINUTES:
The minutes from the January 20, 2011 Conservation Commission meeting were reviewed.
ON A MOTION by Ms. Shelley Reuben, seconded by Ms. Carolyn Flint, the minutes were approved on a 4-0-0 vote.
NATURAL RESOURCE INVENTORY (NRI):
Ms. Dwyer is making progress on her section of the NRI and is hopeful to have a draft ready to present to the Commission in April.
The goal of the Commission is to have the NRI ready for Granby’s 225th anniversary celebration in October.
DRAFT RIDGELINE GUIDELINES:
Chairman Hornish presented the letter he drafted to the Planning and Zoning (P&Z) Commission suggesting the P&Z adopt the Ridgeline Guidelines for the Commissioners to review. He will contact Ms. Paula Johnson, Chairman of the Planning and Zoning Commission, to submit the letter and guidelines.
Ms. Flint contacted former Commissioner Ms. Victoria Mazzei-Stepanov to gain insight on how the Commission began creating the Ridgeline Guidelines in 2007. Ms. Mazzei-Stepanov said the Commission held two informal public sessions to discuss the guidelines with land owners and various stakeholders.
Ms. Flint asked the Commissioners if the Commission should hold another informal public session prior to submitting the guidelines to the Planning and Zoning Commission. Chairman Hornish will contact Ms. Johnson and ask if there will be a public hearing on the guidelines. Chairman Hornish will also speak with Mr. Francis Armentano, Director of Community Development, about whether he thinks the Conservation Commission should have an additional public session.
Emily Leveille will send out the minutes from the June 2008 Public Sessions on the Ridgeline Guidelines for the Commission to review.
CLEAN ENERGY TASK FORCE:
On February 23, 2011 Northeast Utilities will be holding a seminar in Berlin, CT on promoting energy efficient projects. Vice-Chair Reuben will forward information about the seminar to Commission members as registration is required for the event.
NEW BUSINESS:
The Pioneer Valley Planning Commission is asking for thoughts from area Commissioners on creating a plan for the Connecticut River Valley. Commissioners can fill out a survey at: www.surveymonkey.com/s/ConnecticutRiverSurvey.
The Planning and Zoning Commission will be discussing a twelve house residential development on Hartford Avenue near East Granby; however, there are concerns about the development impacting wildlife. The Conservation Commission should be considered to give a recommendation to the Planning and Zoning Commission.
ON A MOTION by Ms. Carolyn Flint, seconded by Ms. Shelley Reuben, the meeting was adjourned at 8:09pm on a 4-0-0 vote.
