TOWN OF GRANBY
CONSERVATION COMMISSION
MINUTES
December 18, 2008
PRESENT: Mike Lengvarsky, Victoria Mazzei-Stepanov, Carolyn Flint, Susan Dwyer, and Charles Katan
Chairman Lengvarsky called the meeting to order and confirmed a quorum at 7:38pm
MINUTES:
The minutes from the November 20, 2008 meeting were read.
ON A MOTION by Ms. Carolyn Flint, seconded by Mr. Charles Katan, the minutes were approved on a 4-0-1 vote. Ms. Susan Dwyer abstained from voting because she was not in attendance at the November 20, 2008 meeting.
RIDGELINE GUIDELINES:
Chairman Lengvarsky has finalized the packet and will be submitting it to Planning and Zoning through Mr. Fran Armentano. The Chairman will also be asking for an estimated timeline of when P&Z will review the documents.
PROPOSED GUIDELINES FOR GRANBY CENTER ZONE
The Commissioners agreed they should provide input on the guidelines as the Economic Development Commission continues their discussion of the guidelines for the Granby Center Zone.
Chairman Lengvarsky asked the Commissioners what they should bring to the discussion table in regards to the downtown development project. Ms. Mazzei-Stepanov suggested questioning how the development will impact traffic flows, and if creating a pedestrian friendly space in the downtown center is in the Economic Development Commission’s plans. To add to Ms. Mazzei-Stepanov’s comments, Chairman Lengvarsky thinks the Conservation Commission should question the proposed plans in the following ways: (a) will the proposed changes enhance pedestrian traffic in the commercial area? (b) has a rational parking scheme been proposed? (c) does the proposed guidelines relate to the Town of Granby’s Plan of Conservation and Development in regards to the town’s conservation practices?
The Chairman will pose these questions to Mr. Armentano and get a timeline on these proposed guidelines.
NEW BUSINESS:
No new business was discussed.
ON A MOTION by Ms. Mazzei-Stepanov, seconded by Ms. Carolyn Flint, the Commission voted (5-0-0) to adjourn the meeting at 8:00pm.
No meeting will be held on January 1, 2009. The next meeting will be on Thursday, January 15, 2009 at 7:30p, in the police community room.
Respectfully submitted,
Emily Leveille
