CONSERVATION COMMISSION
MINUTES
July 9, 2009
PRESENT: Mike Lengvarsky, Victoria Mazzei-Stepanov, Carolyn Flint, Shelley Reuben, and Neil Hornish
Chairman Lengvarsky called the meeting to order and confirmed a quorum at 7:35pm
MINUTES:
The minutes from the June 25, 2009 meeting were read.
ON A MOTION by Ms. Flint, seconded by Mr. Hornish, the minutes were approved on a 4-0-1 vote. Ms. Mazzei-Stepanov abstained from voting since she was not present at the June 25, 2009 meeting.
COMMUNITY RESOURCE INVENTORY:
Chairman Lengvarsky felt the Woodstock, CT Community Resource Inventory (CRI) is an excellent document to follow as a basic document.
Ms. Reuben liked how concise the narrative of Meriden, CT’s CRI. However, it was lacking in an action plan which, Granby’s CRI should include. Ms. Reuben also feels the CRI the Commission creates should be a community effort which includes other Commissions and community groups. She also discussed Washington, CT’s CRI. The community of Washington surveyed townspeople, and then created goals based on the responses.
Ms. Flint liked Meriden’s approach because it’s more “user friendly” and written for the community. Her question to the group is whether to just include natural resources or incorporate both natural and cultural resources in the CRI. Ms. Flint agreed with Ms. Reuben that an action plan should be put into the CRI.
Chairman Lengvarsky feels it is best to first focus on natural resources, and then come back at a later point to inventory cultural aesthetics. The other Commissioners agreed.
Later in the discussion, Ms. Reuben presented to the Commission a document entitled “Natural Resource Guidance Checklist: Natural Resource Inventory and Analysis for City or County” from the Minnesota Department of Natural Resource.
The Commission had a lengthy discussion on what information should be included in the first phase of the CRI. Below is the preliminary outline for the first phase:
Geology: Bedrock and surface, ridgeline/trap-rock
Soils: Wetland and farmland
Water Resources: Watersheds, floodplains, aquifers, fisheries
Forested Land and Open Space
Significant Habitats: Prime conservation areas, secondary conservation areas, endangered, threatened, and species of special concerns, bio-diversity study, wildlife corridors
Maps: Aquifer map, boundary, topography, land cover, soils-wetland and farmland, watersheds, surface water, water quality, conservation areas, open space.
The Commissioners will look over the outline and highlight which topics they would like to focus on individually for the next meeting held on July 16, 2009 at the Police Department Community Room.
A brief discussion was held to look over the flyers Ms. Reuben created for the Clean Energy Workshop being held on July 24, 2009 from 7pm-9pm at the Granby Senior Center.
ON A MOTION by Ms. Mazzei-Stepanov, seconded by Ms. Shelley Reuben, the Commission voted (5-0-0) to adjourn the meeting at 8:49pm.
