MINUTES
GRANBY DEVELOPMENT COMMISSION
Monday, March 14, 2011
7:00 P.M.

Bud Murtha, Chairman, Robert Rome, Martin Schwager, Ken Kuhl and Fran Armentano, Director of Community Development.

Attending from the public was Matt Garrett of 56 Day St South, who was invited to participate in the discussions

The Commission met in the Senior Center, Activity Room #1

Fran reported on the housing rehabilitation program activity.  He discussed recent requests for subordinations, due to the desire to refinance existing mortgages.  Members discussed mortgage rates and their impact on the housing market.  Ken Kuhl reported on the housing market and recent activity in the Clemons Spring subdivision.  

The members discussed the activity of the State legislature and the number of bills that were being proposed.  The potential impact of such bills was discussed. They also discussed the Town Center. The proposed nail salon was approved for the area. There was no additional information on the Town center cross walk.

The Commission discussed PZC activity.  A new 12 lot subdivision is proposed.  State Line Propane has submitted an application for an additional tank.  They need the additional tank as demand for the product continues to increase.  The members discussed fossil fuels and their impact on the stabilization and growth of the local economy.   
The Commission was informed that Michael Grillo will be discussing with the PZC a possible addition to property located at 541 Salmon Brook Street, Granby Tire and Auto. The site is the Town’s only State Emission Station.  The commission was informed that the PZC may soon consider Ridge Line regulations.  The matter was discussed. The members then discussed the suggested changes to the Adult Businesses Regulations/Ordinance.  Fran has made the changes based on comments from Don Holtman, Town Attorney.  Fran also presented a map showing where such uses might be permitted under the requirements.  The matter was discussed and it was agreed that amendments will continue to move forward following additional reviews by Town staff.

The Commission ended the meeting with a discussion of inquires that have been made regarding the possibility of future development.

The meeting adjourned at 8:50 p.m.
