BOARD OF FINANCE
SPECIAL MEETING MINUTES
OCTOBER 23, 2006


PRESENT:        Michael Guarco, Chairman; Al Wilke, Francis Brady, Scott Kuhnly, and Frederick Moffa, OD.  

OTHER ATTENDEES:        William F. Smith, Jr., Town Manager; and Harry Traver, BOE Business Manager

Chairman Michael Guarco confirmed a quorum and called the meeting to order at 7:32 p.m.

MINUTES

The Board reviewed the minutes of September 11, 2006.

On a MOTION by Scott Kuhnly, seconded by Al Wilke, the Board voted unanimously (5-0-0) to approve the minutes of September 11, 2006.  

STATEMENT OF ACCOUNTS

Harry Traver, BOE Business Manager, reported on the Board of Education Financial Statement for September 2006.  He indicated that Special Education Transportation is fully booked with $20,000 left.  On the last page of the Statement of Accounts, Special Education Tutors, the amount should be $29,773 not $64,470.  He also reported that oil and utilities prices are on target.

Town Manager Smith reviewed the September Budget Operations Report.  Tax collections are even with last year's data for September.  Local revenues are doing well.  The town has received a FEMA grant of approximately $24,000.  It was asked if the STEAP grant will be a separate line item and Mr. Smith replied it would be a separate fund through the General Fund.  

APPROPRIATION REQUEST FOR THE HARTFORD FONDATION SENIOR CENTER INITIATIVE GRANT

Town Manager Smith indicated the town is a recipient of a grant applied for in June 2006 for Senior and Youth Initiative programs.  The grant is a three-year grant providing $45,000 in year one, $40,000 in year two, and $31,250 in year three for a total of $116,250.  The grant is to be used for staffing, training, and overhead for Senior and Youth Initiative programs.  The Board would like a more detailed explanation as to where the funds will be used.  Mr. Smith will provide a summary of explanation. The Board noted their appreciation of KerryAnn Kielbasa’s work in obtaining this grant.  It was noted that this is the first year for the three-year grant and a separate fund for this type of activity was established in 2002.  

On a MOTION by Al Wilke, seconded by Scott Kuhnly, the Board voted unanimously (5-0-0) to approve an appropriation request of $45,000 from the General Fund to the Senior Center Initiative Fund.

APPROPRIATION REQUEST FOR COPS 2006 SECURE OUR SCHOOLS GRANT

Town Manager Smith commented that this grant was discussed at previous meetings with all three boards.  The grant project would provide internal surveillance at all the schools, fiber optic enhancement linkage between the schools, and enhancements for the computer network and security system.  Discussion ensued as to privacy issues and the need to create a policy for the retention of video.  The Board asked to see the policy once it is created.  The grant award amount is $206,714.  The town must match the grant by the same amount.  He also indicated that the Board of Selectmen and Board of Education adopted the same resolution, which outlines the description of the grant and how it will be administered.  

On a MOTION by Al Wilke, seconded by Scott Kuhnly, the Board voted (4-0-1), with Fran Brady abstaining, to approve an appropriation request of $206,714 from the General Fund to the COPS 2006 Secure Our Schools Grant Fund.
  
APPROPRIATION REQUEST FOR GREENWAY – RAILS TO TRAILS PROJECT

Town Manager Smith answered questions by the Board pertaining to this project.  Federal grants will provide $265,000.  The town will be reimbursed with a state grant for $40,000 and $25,000 from Imperial Nurseries.  It was noted that Granby’s share would be around $10,000 and this amount is recommended to come from the Sidewalk Improvement Fund.  Town Manager Smith respectfully requested that the total amount of $340,000 be appropriated coming from General Fund in the amount of $330,000 and the Sidewalk Improvement Fund in the amount of $10,000.  
On a MOTION by Scott Kuhnly, seconded by Al Wilke, the Board voted unanimously (5-0-0) to approve an appropriation request of $340,000 coming from the General Fund in the amount of $330,000 and from the Sidewalk Improvement Fund in the amount of $10,000.

BOARD OF EDUCATION APPROPRIATION REQUEST

An appropriation form and letter from the Board of Education was distributed.  Harry Traver provided the Board of Finance with additional information regarding this request.  It was noted the appropriation request amount of $5,665 from General Fund balance, consists of money collected from a sale of Middle School gymnastics equipment and Kelly Lane School televisions and computers.  The funds will go back to the school for equipment.  

On a MOTION by Fran Brady, seconded by Fred Moffa, the Board voted unanimously (5-0-0) to approve the appropriation request from General Fund in the amount of $5,665 to the Board of Education.  This is to be used towards the purchase of Small Capital items, with an itemized report to be given to the BOF.  

CONFIRM DATE OF NEXT MEETING

The next meeting of the Board of Finance is scheduled for Monday, November 13, 2006 at 7:30 p.m. in the Police Department Community Room.

ADJOURNMENT

On a MOTION by Scott Kuhnly, seconded by Al Wilke the Board voted unanimously (5-0-0) to adjourn the meeting at 9:00 p.m.
