TOWN OF GRANBY
BOARD OF FINANCE
SPECIAL MEETING
MINUTES OF APRIL 9, 2007
PRESENT: Michael Guarco, Chairman; Gordon Bischoff, Francis Brady, B. Scott Kuhnly, Frederick Moffa, OD; and Al Wilke
OTHER ATTENDEES: John E. Adams, First Selectman; William F. Smith, Jr., Town Manager; Barbarajean Scibelli, Administration Finance Officer; Gwen Van Dorp, Superintendent of Schools; Cal Heminway, Chairman, Board of Education
Board of Finance Chairman Guarco called the meeting to order at 9:36 p.m.
CONSIDERATION OF 2007-2008 BUDGET TO BE PRESENTED AT ANNUAL TOWN MEETING
Chairman Guarco asked Board members to give their comments about the public hearing. The hearing had approximately 71 people in attendance. There were several comments made at the public hearing pertaining to the context of the town’s Charter, teachers’ contract, contingency reserve, health plan costs, and debt service. The consensus of the Board was to proceed with the budget as presented. They indicated that the questions and answers at the public hearing demonstrated a constructive disposition in favor of the budget. It was also noted that a clarification should be created to explain more thoroughly the difference between the 7% increase in the budget and the 3.75% mill rate increase. This is the fifth year in our five-year commitment of increasing taxes no more than 5.9%, which the Board
has kept well below.
ON A MOTION by B. Scott Kuhnly, seconded by Francis Brady, the Board voted unanimously (6-0-0) to forward the budget as presented at the April 9th Public Hearing of $38,196,651 which results in a 3.75% tax increase for consideration by the public at the Annual Town Meeting on April 23, 2007.
ADJOURNMENT
ON A MOTION by B. Scott Kuhnly, seconded by Frederick Moffa, the Board voted unanimously (6-0-0) to adjourn the meeting at 9:46 p.m.
Respectfully submitted,
Susan Christian
Acting Recording Secretary
