BOARD OF FINANCE
SPECIAL MEETING MINUTES
OCTOBER 15, 2007


PRESENT:        Michael Guarco, Chairman; Gordon Bischoff, Al Wilke, Francis Brady, Scott Kuhnly, and Frederick Moffa, OD.  

OTHER ATTENDEES:        Barbarajean C. Scibelli, Administration Finance Officer and Harry Traver, BOE Business Manager

Chairman Michael Guarco confirmed a quorum and called the meeting to order at 7:30 p.m.

MINUTES

The Board reviewed the minutes of September 24 2007.

On a MOTION by Francis Brady, seconded by Al Wilke, the Board voted (4-0-2) to approve the minutes of September 24, 2007.  Messrs. Bischoff and Kuhnly abstained.

STATEMENT OF ACCOUNTS

Barbarajean Scibelli reviewed the September Budget Operations Report, which completes the first quarter of Fiscal Year 2008.  Tax collections and expenses are on target.  Local revenues are doing well, in particular Town Clerk and Short Term Investments; however, Building Permits are slower than usual.  Last year the account did not meet expectations.  Ms. Scibelli answered a question about encumbrances under the Solid Waste and Recycling expenditure account.  The town will report back concerning the CRRA distribution to each Mid-Conn municipalities from a class action against CRRA.  

Harry Traver, BOE Business Manager, reported on the Board of Education Financial Statement for August 2007.  He distributed a sheet outlining FY 2008 budget transfers.  He indicated that Health Benefits overflow ($92,933) assisted with transfers to Regular Education, Special Education, and Technology Salaries.  The other transfers were a shift from one account to another.  One shift in particular was due to the revised contract for Administration Salaries.  The revenue from Regular Tuition from other Towns is forecasted to be approximately $52,000 less than budgeted.  This loss of revenue is for five less students, three of the students from Hartland moved into Granby and the other students did not return.  

Chairman Guarco inquired if funds from the Board of Education budget would lapse at year end since there is a revenue reduction in Regular Tuition from Other Towns because of student enrollment.  After this inquiry, Chairman Guarco indicated he would consult with the Board of Education Chairman and Superintendent of Schools regarding this item at a future meeting, along with the request for the official pupil count as of October 1, 2007.  

CONFIRM DATE OF NEXT MEETING

The Board of Finance meeting scheduled for Tuesday, November 13, 2007 will be cancelled.  A special meeting of the Board of Finance is scheduled for November 19, 2007 at 7:30 p.m. in the Police Department Community Room.

ADJOURNMENT

On a MOTION by Scott Kuhnly, seconded by Al Wilke, the Board voted unanimously (6-0-0) to adjourn the meeting at 7:52 p.m.
