BOARD OF FINANCE
REGULAR MEETING MINUTES
SEPTEMBER 28, 2009


PRESENT:        Michael Guarco, Chairman; Francis Brady, Robert Clark, and Frederick Moffa, O.D.

OTHER ATTENDEES:        John Adams, First Selectman; Barbarajean Scibelli, Administration Finance Officer; Alan Addley, Superintendent of Schools; Harry Traver, BOE Business Manager

The meeting of the Board of Finance was called to order by Chairman Michael Guarco at 7:32 p.m.

MINUTES

The Board reviewed the minutes of July 27, 2009.  Chairman Guarco asked for comments and a motion.  

On a MOTION by Francis Brady, seconded by Frederick Moffa, O.D., the Board voted (3-0-1) to approve the minutes of July 27, 2009.  Mr. Clark abstained.  

Chairman Guarco introduced and welcomed returning member, Robert Clark, to the Board of Finance.  He replaced B. Scott Kuhnly.

CONSIDERATION OF GRANT FROM THE HARTFORD FOUNDATION FOR PUBLIC GIVING

Mrs. Scibelli indicated this grant is for handicap access improvements and structural reinforcement to Cossitt Library’s main floor.  The grant amount is $125,000 with a $15,000 local “community match”.  The full amount of $140,000 must be appropriated; however, only the proportionate amounts will be spent as the project moves along.

In response to a question, First Selectman Adams indicated the Cossitt Library’s structural reinforcement was to repair some defects in the floor.  Three steel beams will be constructed to provide the additional support.  He also commented the Friends of Cossitt Library have questioned the work proposed and the town is reviewing and responding to them.  The library books will need to be relocated to have this work done and the library may be closed for a period of time.

On a MOTION by Francis Brady, seconded by Robert Clark, the Board voted unanimously (4-0-0) to approve the appropriation in the amount of $140,000 from General Fund to the Cossitt Improvement Fund.

STATEMENT OF ACCOUNTS

Mrs. Scibelli indicated that the June 2009 (unaudited) report for the town operations retells the report of the preliminary surplus and fund balance analysis previously handed out.  She commented that General Fund Balance is a little higher than expected (7.16% to 7.7%) and no transfers were needed at the end of the year to balance the budget.

Mrs. Scibelli responded to Mr. Clark’s question for further explanation of account #312 (Misc. State). This account reports on money received from state grants such as final project reimbursements and senior services transportation grants.

Chairman Guarco asked about the current budget report.  Mrs. Scibelli indicated that the new finance system vendor was currently developing the report and it would be awhile before one is available.  He inquired about the number of foreclosures compared to last year.  Mrs. Scibelli did not have that information with her and will check on getting this information to Chairman Guarco.

A resident, Mr. Murtha, commented there was a general website for foreclosures that people could go to.

Mr. Brady asked about the impact on Granby with the approved state budget.  Mrs. Scibelli indicated that the town would receive approximately $20,000 less.  This shortage comes from the state’s accounts of the Pequot and Mohegan Indian grant and Town Aid Road grant.

Harry Traver, BOE Business Manager, reported on the Board of Education Financial Statement Account Draft for July 1, 2008 - June 30, 2009 (with year end transfers).  He stated the revenue total as $95,089 and the expense total as $304,265.

Mr. Traver indicated the Board of Education preliminary forecast for FY 2009-10 is that there are no concerns.

Superintendent Addley commented that enrollment rose higher than expected.  The enrollment consisted of an additional 37 students, primarily in the kindergarten and 2nd grade.

Chairman Guarco commented contract negotiations have started for the Board of Education and teachers.

The next regular meeting of the Board of Finance is Monday, October 26, 2009.

On a MOTION by Francis Brady, seconded by Frederick Moffa, OD, the Board voted unanimously (4-0-0) to adjourn the meeting at 7:50 p.m.
