BOARD OF FINANCE
SPECIAL MEETING
MINUTES OF APRIL 14, 2008


PRESENT:        Michael Guarco, Chairman; Gordon Bischoff, Francis Brady, B. Scott Kuhnly, Frederick Moffa, OD; and Al Wilke

OTHER ATTENDEES:        John E. Adams, First Selectman; William F. Smith, Jr., Town Manager; Barbarajean Scibelli, Administration Finance Officer; Gwen Van Dorp, Superintendent of Schools

Board of Finance Chairman Guarco called the meeting to order at 9:10 p.m.

CONSIDERATION OF 2008-2009 BUDGET TO BE PRESENTED AT ANNUAL TOWN MEETING

Chairman Guarco asked Board members to give their comments about the public hearing.  The Board indicated that the comments at the public hearing were sensitive to the economic climate, expressed school support and the concern about eliminating teachers and re-allocating existing resources, and very little was mentioned about the revaluation completed this year.  They indicated that every year some of the questions at the public hearing seem to be repeated.  Chairman Guarco agreed with the observations made by the Board.  Mr. Wilke suggested having the Drummer Special Edition available at the Town Meeting on April 28, 2008.  Ms. Duncan from the Drummer will check into this request.       

Superintendent Van Dorp commented the school, as always, would find qualified instructors for replacing teachers and re-allocating existing resources.  It was also noted that kindergarten students most of the time experience larger classes when entering first grade.    

First Selectman Adams commented on the budget process procedure we follow.  He indicated the budget is not built in a single year, but rather with a long-range plan unlike most other towns.  Items are consistently built into the model such as contract obligations, insurance, or rising costs associated with operational needs (electricity, fuel, gasoline).

The consensus of the Board was to proceed with the budget as presented.  

ON A MOTION by B. Scott Kuhnly, seconded by Al Wilke, the Board voted unanimously (6-0-0) to forward the budget as presented at the April 14th public hearing of $40,073,566 which results in a 29.35 mill rate after revaluation for consideration by the public at the Annual Town Meeting on April 28, 2008.

ADJOURNMENT

ON A MOTION by B. Scott Kuhnly, seconded by Al Wilke, the Board voted unanimously (6-0-0) to adjourn the meeting at 9:30 p.m.
