MINUTES
May 12, 2010
PRESENT: Chairman David Tolli, Neil Kraner, Deborah Sheahan, Wayne Cahoon, and Aurelle Locke; and David Askew, Technical Advisor to the Commission
Chairman Tolli called the meeting to order and confirmed a quorum at 7:00 p.m.
MINUTES
The April 14, 2010 meeting minutes were reviewed. Chairman Tolli noted that under the Request for Review paragraph on page two, the sentence that reads, “The property has approximately 15 acres with limited amount of trees suitable for proposed needs.” should be changed to read “The property has approximately 15 acres with a limited amount of trees that need to be removed for the proposed needs.”
ON A MOTION by W. Cahoon, seconded by D. Sheahan, the Commission approved (4-0-1) the minutes of April 14, 2010 with the noted correction. N. Kraner abstained from voting.
APPLICATION
2a. Drainage and storage building – Paul Guiliano, 157 North Granby Road
W. Cahoon recused himself.
Paul Guiliano, 157 North Granby Road appeared to explain his request. He started by noting he would like to amend his application to change the size of the proposed storage barn to 25 feet x 40 feet. D. Askew showed the commission members a drawing of the lot noting where the proposed storage barn would be built. Mr. Guiliano said the storage barn would be about 28 feet from the stream and well away from the wetlands. For clarification, it was determined that this storage barn is to be used for storage of a boat and tractor, not for animals.
Mr. Guiliano also plans to extend an 18-inch culvert by 20 feet, with all drainage material buried underground, and have a catch basin at the end. D. Askew showed a drawing with the intermittent stream and the present culvert near the road. He showed where the wetlands are in the back of the lot. Mr. Guiliano stated the path of the waterway will not be changed it will just be better controlled. He further explained water run off from his property drains into pipes that are underneath North Granby Road and the water runs through there into a stream that runs along the side of Mechanicsville Road. D. Askew asked for a better explanation of the catch basin, and Mr. Guiliano said it would be an open culvert, which he will maintain by cleaning out the debris, which will accumulate there.
No action can be taken on this application for 14 days. This matter will be placed on the June Agenda.
REPORT OF DESIGNATED AGENT
3a. Martin, 2 Brookview – garage
D. Askew estimated the proposed garage would be 65 feet from the wetlands.

3b. Herbert, 25 Twilight – shed
D. Askew reported the shed is between 60-100 feet from wetlands. He provided a drawing to the commission members showing the location.

Chairman Tolli provided printed material regarding both meetings to all the commission members. He asked that they read and review the material prior to the June meeting.
ANY OTHER PROPER BUSINESS
There was none.
ON A MOTION by A. Locke, seconded by N. Kraner, the Commission voted unanimously (5-0-0) to adjourn at 7:32 p.m.
The next regular meeting will be June 9, 2010 at 7:00 p.m.
