INLAND WETLANDS AND WATERCOURSES COMMISSION
MINUTES
June 9, 2010

PRESENT: Chairman David Tolli, Neil Kraner, Aurelle Locke, Deb Sheahan, Craig Perry, Wayne Cahoon and David Askew.

Chairman Tolli called the meeting to order and confirmed a quorum at 7:04 p.m.    

MINUTES:

ON A MOTION by Mr. Kraner, seconded by Ms. Sheahan the commission approved the minutes of the May 12, 2010 meeting.  (6-0-0)

APPLICATION
2a. Paul Guiliano, 157 North Granby Road, drainage and storage building
Mr. Guiliano gave a review of the application.  The proposed building will be 25’ x 40’ and has been approved by the Planning and Zoning commission.  There will be no water or waste disposal system in the building.  The application also includes plans to extend an existing culvert to improve drainage.

ON A MOTION by Mr. Perry, seconded by Ms. Locke, the commission unanimously approves the application provided a licensed contractor, following erosion control guidelines, installs the pipe extension.  It is agreed that there would be no significant impact on regulated areas.  
(5-0-0) Mr. Cahoon is recused.


REQUEST FOR REVIEW
3a. O’Laughlin, 228 Silver Street, house addition and driveway
Mr. O’Laughlin requests a review of relocating his driveway to better access the proposed 3-car garage with living space above.  The current driveway, if extended would be too steep for practical purposes.  Mr. Askew advised Mr. O’Laughlin to crown the proposed driveway and use silt fencing and sandbags during installation.
Mr. Fleming, 218 Silver Street, neighbors the O’Laughlin property.  He is concerned about the amount of water flow from 228 Silver Street toward his land.  He further expressed his desire to see a written report stating that the water flow would not affect his property.  The commission rules only on potential negative impact on wetlands.  Proper drainage requirements would have to be addressed by the Planning and Zoning commission.  Through further conversation the neighbors better understand the other’s point of view.  Mr. O’Laughlin explained the water management to be used which eased some of Mr. Fleming’s concerns.

ON A MOTION by Mr. Cahoon, seconded by Ms. Locke, the commission unanimously grants the enforcement officer to sign the request.  (6-0-0) The request, as presented, shows little to no impact on regulated areas.

3b. Soderegger, 38 & 42 Lakeside Drive, deck and driveway
Mr. Soderegger and Susan Hackett own both properties. They are currently renovating 38 Lakeside Drive and would like to install a deck on the lakeside of the house. Holes for the supports would be hand-dug.  A licensed contractor would construct the deck.  The gravel driveway has already been installed.

ON A MOTION by Mr. Kraner, seconded by Mr. Cahoon, the commission authorizes the designated agent to sign the request.  (6-0-0)

Notes on both meetings have been distributed to commission members.

ANY OTHER PROPER BUSINESS:

John Jenkins, Lost Acres Road, asked the commission to review photographs of a large oak tree brought down by a recent storm.  The tree now lies across the brook.  Mr. Jenkins would like to cable the tree, cut it into sections to be used for firewood, then set the stump back into its hole.  The cut wood would be removed by wheelbarrow.  The commission agrees that this is not a regulated activity and Mr. Jenkins may proceed.

The next monthly meeting is July 14, 2010 at 7:00 p.m. in the Town Hall meeting room.

ON A MOTION by Ms. Locke, seconded by Mr. Kraner, the commission unanimously agreed to end the meeting at 8:00 p.m. (6-0-0)
