INLAND WETLANDS AND WATERCOURSES COMMISSION
MINUTES
September 8, 2010

PRESENT: All members present: Chairman David Tolli, Neil Kraner, Richard Van Nostrand, Aurelle Locke, Deb Sheahan, Craig Perry, Wayne Cahoon and David Askew.

Chairman Tolli called the meeting to order and confirmed a quorum at 7:04 p.m.    

MINUTES:

ON A MOTION by Mr. Kraner, seconded by Ms. Sheahan the commission approved the minutes of the June 9, 2010 meeting. (7-0-0)

WETLAND BOUNDARY CHANGE REQUEST
2a. 69 Hartford Ave
The site has been flagged by a soil scientist.  Chairman Tolli and David Askew will walk the site to verify.

ON A MOTION by Mr. Kraner, seconded by Ms. Locke, the commission unanimously agrees to schedule a public hearing on the wetland boundary change request AND the application for the 12-lot subdivision proposed on the site. (7-0-0)

VIOLATION
3a. 44 Silver Brook
Mr. Askew reports that the property owner has excavated a large hole in the stream running through the property.  No outlet has been provided. The spoils of the excavation have been dumped in regulated areas.  Mr. Askew has written a letter to the owner asking that he consult with an engineer to make proper repairs. There is concern that disturbed silt may reach the East Branch.  At this time, the owner seems agreeable to recommendations.  An application on this matter should appear on next month’s agenda.

Notes on both meetings have been distributed to commission members.

ANY OTHER PROPER BUSINESS:

ON A MOTION by Ms. Locke, seconded by Mr. Kraner, the application for 69 Hartford Ave is added to the agenda. (7-0-0)

Mr. Askew reports that he signed off on a deck replacement at 52 Lakeside Drive over the summer.  There was little to no impact on regulated areas anticipated in completing the project.

The next monthly meeting is October 14, 2010 at 7:00 p.m. in the Town Hall meeting room.

ON A MOTION by Ms. Locke, seconded by Mr. Cahoon, the commission unanimously agreed to end the meeting at 7:35 p.m. (7-0-0)
