INLAND WETLANDS AND WATERCOURSES COMMISSION
MINUTES
April 13, 2011

PRESENT: Chairman David Tolli, Neil Kraner, Aurelle Locke, Deb Sheahan, Wayne Cahoon and David Askew.  

Chairman Tolli called the meeting to order and confirmed a quorum at 7:03 p.m.    

MINUTES
Under the heading, Any Other Proper Business, the address should read: 7 Clemons Spring Road.
Under item 3, the sentence should read: …soil around the tree roots needs to be removed…
Also under item 3, the next sentence should read: …will submit his plan…

ON A MOTION by Mr. Kraner, seconded by Ms. Locke, the commission approved the minutes of the March 9, 2011 meeting with the above corrections. (5-0-0)

PUBLIC HEARING
2. Wetland Boundary Amendment, 20 Moosehorn Road
Christian Alford, representing the Gibsons, described the 13-acre parcel.  George Logan originally mapped it for the 1996 subdivision.  A small portion was not mapped for wetlands at the time.   After review by commission members it appears that all current mapping is accurate.  Ms. Locke questioned the lot numbers used on the submitted maps.  The numbers do not match from map to map.  A mix of assessor lot numbers and subdivision lot numbers were used.  The lot numbers on the proposal match the 1996 subdivision lot numbers.
The public was invited to comment.  A couple of the Gibsons’ neighbors appeared because they received notification of the hearing.  There were no questions on the wetland boundary, only concern for potential activity at the site.

ON A MOTION by Ms. Locke, seconded by Mr. Kraner, the commission closed the public hearing. (5-0-0)

WETLAND BOUNDARY AMENDMENT
3. 20 Moosehorn Road

ON A MOTION by Mr. Cahoon, seconded by Ms. Sheahan, the commission unanimously agrees to accept the wetland boundary depicted on the map: Alford and Associates, Inc. Existing Conditions and Wetlands Boundary Amendment Plan prepared for Blake and Kelly Gibson, dated March 3, 2011 (sheet #2).

PERMIT
4. Rear lot subdivision for property located at 20 Moosehorn Road
The plan is to divide the existing nearly 13-acre lot into two lots.  One would be 6 acres and the other 6-½ acres.  The proposed activity would have no direct impact on the wetland; however, the upland review area would see some encroachment.  During construction protective barriers would be used.  Water flow patterns would not be altered.  Mr. Askew recommends that the proposed rain gardens (near flag 13) be moved further down to allow the runoff to dissipate through the wooded area.

ON A MOTION by Mr. Cahoon, seconded by Mr. Kraner, the commission grants the permit at 20 Moosehorn Road with the condition that the location of the smaller rain garden be moved in consultation with the wetland agent.  No additional impact on the wetland is expected.  Refer to the plan: Subdivision, Grading, Utilities, Erosion and Sedimentation Control Plan (sheet #1), dated March 3, 2011, prepared by Alford and Associates, Inc.

5. Doug Marx may submit a request for review for some proposed grading.

VIOLATION
6. 44 Silver Brook
Tom Grimaldi, engineer for the remediation, will submit a revised plan for the May meeting.

DISCUSSION ITEM AND UPDATE
7. 240 Case Street, dam
Tom Grimaldi, engineer, will submit his proposal at the next meeting.

ANY OTHER PROPER BUSINESS

The next monthly meeting is May 11, 2011 at 7:00 p.m. in the Town Hall meeting room.

ON A MOTION by Ms. Locke, seconded by Mr. Cahoon, the commission unanimously agreed to end the meeting at 7:45 p.m. (5-0-0)
