Granby Library Board Meeting Minutes
June 14, 2010
held at Granby Public Library

Call to order:  A quorum was present and the meeting was called to order at 7:32 p.m.

Members present:        Chairman Lynn Lochhead, Bob Donna, Carol Bressor, Dick Lydon, and Shawn Ball
Excused:  Judy Goff and Lisa Blessis
Absent:  Judy Guarco
Staff:  Joan Fox
Visitors:  Bobbie Sullivan and Pam Jones.  Bruce Sullivan arrived at 8:08 p.m.

Minutes

The Board reviewed the meeting minutes of May 10, 2010.  

ON A MOTION by S. Ball, seconded by B. Donna, the Board voted unanimously (5-0-0) to approve the minutes of the meeting of May 10, 2010.  

The Board reviewed the meeting minutes from the Special Meeting of May 24, 2010.

ON A MOTION by C. Bressor, seconded by D. Lydon, the Board voted unanimously (5-0-0) to approve the minutes of the special meeting of May 24, 2010.

Public Comment:  There was none.

Chairman Lochhead welcomed new member Patricia (Pam) Jones, who was appointed by the Board of Selectmen at their June 7, 2010 meeting.  She has not been sworn in yet.

Library activities reported by Joan Fox:
  • A handout was provided “Make a Splash! Read!” - listing various summer programs.
  • A handout was provided detailing “Author Talks and Book Signings”.
  • J. Fox handed out printed material - “Connecticut Laws Affecting Public Libraries”.  
Old Business

Board Vacancies:  There are no longer any vacancies.  Chairman Lochhead spoke about purchasing books to honor Marty Council’s time as a member of the Library Board.  

Cossitt Improvement Project:  Work is progressing nicely.  Bobbie Sullivan asked about the main staircase to the building.  The configuration will remain the same.  Materials to be used for the stairs were looked at and a wooden looking, heavier material seems to be the best choice.  It was mentioned that if the steps prove to be slippery, strips could be applied for better traction.  There was also talk about the railing and what material should be used for this.  Bobbie Sullivan stated that the rugs were left on the floors during the renovations and are very dirty.  The rugs will be cleaned before the library reopens.  The windows are in at the side entrance.  It seems that the door to the children’s room is in need of repairs.  Work on the outside of the building still needs to be done.  It doesn’t appear a completion date has been established yet.  At the last meeting, it was questioned if the contractor was responsible for cleaning up at the end of the project.  This is not part of their contract.  Public Works will be doing the cleanup.  

Cossitt Improvement Fundraising:  A little over $2,000 has been raised to date.  $2,500 is needed in order to receive the matching funds from Granby Library Association. A letter is being drafted explaining the Cossitt Library project and to ask for financial support.  This letter is expected to be mailed to North Granby residents.  Then, local businesses, clubs, and organizations will be contacted to ask for their financial support.  There was discussion as to if and how donors would be acknowledged for their donations.  Presently, thank you notes are mailed to all who make a donation.  Chairman Lochhead will write an article, or a Letter to the Editor of the Drummer, regarding the fundraising efforts.  

Volunteer Recognition Tea:  The date is set for Sunday, October 24, 2010.  J. Fox said Granby Library Association would like to honor student volunteers.  Could they piggyback on this event?  The Board thought it was a good idea.  

New Business

Fees to be charged for Interlibrary Loans:  J. Fox provided a hand out regarding Special Services and Fees.  She would like to initiate a fee for Interlibrary Loans.  She explained the library is responsible for postage to send out books found at GPL and Cossitt Library.  The other library is responsible for postage to return the books.  She said it’s proving to be expensive and is not included in the postage line of the library budget (nor was it put into the budget for FY 2010-11).  An out of state search is automatically initiated if a book can’t be found locally.  Her suggestion is to initiate a $1.00 charge, notify people of this new policy during the summer months (by website and flyers), and start collecting the fee September 1, 2010.  The money collected won’t cover all the mailing costs, but it will offset it somewhat.  The Board members asked for statistics on Interlibrary loans, which J. Fox will provide at the next meeting.  Also, they would like to know what other libraries participate in this program and do they charge a fee?  

Celebrate Granby 225:  The 225th anniversary of Granby will be celebrated in October 2011.  The library is wondering what roll they might play in the celebration.  They remembered a Mother Goose float in the 200th anniversary parade.  The Board feels this idea warrants further discussion and possibly a subcommittee could be established.

ON A MOTION by C. Bressor, seconded by B. Donna, the Board voted unanimously (5-0-0) to adjourn the meeting at 8:52 p.m.
