MINUTES
Present: Margaret Chapple, Acting Chairwoman, Paula Johnson, Charles Kraiza, Eric Lukingbeal, James Sansone. Also attending was Francis Armentano Director of Community Development.
The meeting opened at 7:01 p.m.
Public session:
Attorney John McCann representing Mr. Bouchard, was seeking a clarification regarding Automobile Sales for property located at 349 Salmon Brook Street. On April 20, 2010 the Zoning Board of Appeals approved the request of Mr. Bouchard for a Certificate of Approval for Automobile Sale and Repairs for the property. A condition of the Certificate of Approval was that No cars may be located on the site “for sale” without the prior approval of a site plan from the Planning and Zoning Commission. For DMV purposes Mr. Bouchard asks that the Planning and Zoning Commission confirm that such “Automobile Sales” are permitted, provided that they are not displayed as for sale without the prior approval of the Planning and Zoning Commission.
ON A MOTION by James Sansone, seconded by Eric Lukingbeal, the Commission voted to adopt the following statement:
The Planning and Zoning Commission confirms that “Automobile Sales “ are permitted at 349 Salmon Brook Street provided that automobiles are not displayed or outwardly identified on the site as being for sale without the prior approval of the Planning and Zoning Commission. All approved.
ON A MOTION by Paula Johnson, seconded by Eric Lukingbeal, the Commission voted to approve the minutes of May 11, 2010. All approved. James Sansone abstained.
Public hearings:
The public hearing for an application seeking a Special Permit to construct a garage in excess of 1,000 square feet for property located at 261 Silver Street, File Z-9-10, opened at 7:08 p.m. Jaimie Mantie and Ryan Hart stated they recently purchased a 2½ acre lot and intend to build a 2,800 square foot home along with a 1,476 square foot garage for the storage of a snow blower, lawn equipment and other large items. The garage will be located behind the home and is designed to blend with the house. It will be constructed of wood and vinyl siding. The garage has an 8’ x 50’ overhang adding an additional 450 square feet. The applicants submitted renderings of the proposed garage and a site map. There was no public comment. The public hearing closed at 7:15 p.m.
The public hearing for an application seeking a Special Permit to construct a garage in excess of 600 square feet and within 100 feet of the street line for property located at 157 North Granby Road, File Z-10-10, opened at 7:16 p.m. Mr. Giuliano submitted an application for a garage that will be a 24’ x 40’, containing 960 square feet. The garage will look like a barn with horizontal siding. It will have a pitched roof and will be red and white to match the house. Mr. Giuliano submitted photos and stated the building will have electricity but no plumbing and will be used for storage only. There was no public comment. The public hearing closed at 7:22 p.m.
Old Business:
The Commission held a discussion concerning the Site Plan for property located 541 Salmon Brook Street, Tire King LLC, File Z-7-10. Fran stated that changes will be made to the plan to reflect the requirements of the State DOT.
New Business:
Fran noted that Attorney Philip Carignan, representing Bushy Hill Summit Inc., is seeking an extension for the filing of the mylars for the Shepherds Way Subdivision.
ON A MOTION by Eric Lukingbeal, seconded by Charles Kraiza, the Commission voted to approve a 90-day extension for the filing of the mylars for the Shepherds Way Subdivision (95 Day Street). All approved.

Staff Reports and Correspondence:
Fran discussed new applications that are being created for the GIS system. In the future, he hopes to provide Commission members with software and data so that they can view maps on their home computers.
Fran gave an update on the Housing Rehabilitation program. Currently there are no funds available for new loans. He continues to look into the possibility for additional funding.
Commission discussion of items of interest or concern:
Fran noted that Bill Volovski, Building Official, is working with the owners of 351 Salmon Brook Street. They started to make improvements to the building but progress has been very slow.
ON A MOTION by Paula Johnson, seconded by James Sansone, the Commission voted to approve an application for a Special Permit to construct a garage in excess of 1,000 square feet for property located at 261 Silver Street, File Z-9-10. All approved.
ON A MOTION by Paula Johnson, seconded by Charles Kraiza, the Commission voted to approve an application for a Special Permit to construct a garage in excess of 600 square feet and within 100 feet of the street line for property located at 157 North Granby Road, File Z-10-10. All approved. The Commission noted for the record that the siding could be placed on the building horizontally as proposed or vertically.
