PLANNING AND ZONING COMMISSION
JANUARY 25, 2011
MINUTES

Present:  Paula Johnson, Chairwoman, Margaret Chapple, Eric Lukingbeal, Paul Lambert and Linda Spevacek.  Francis Armentano, Director of Community Development was also in attendance.

The meeting opened at 7:02 p.m.

Public session:  There was no public comment.

ON A MOTION by Linda Spevacek, seconded by Eric Lukingbeal, the Commission voted to approve the minutes of December 14, 2010.  All approved.

Public hearing on an application seeking a Special Permit under Section 3.4.2.7 of the Zoning Regulations for the use of property located at 59 Meadow Brook Road by a non-profit organization, Bandit’s Place, Inc., File Z-01-11, opened at 7:04 p.m.  Liz Bennett, applicant, gave a brief overview of the background of Bandit’s Place, an animal rescue shelter, and the placement process of the animals.  She noted that the property has an existing home on it that will be torn down. A new animal shelter building will be constructed in its place.  Ms. Bennett presented preliminary sketches of the interior and exterior of the proposed shelter.  The proposed building is based on the size of the current building‘s dimensions of 30’ x 35’.  Placement of the new building was also discussed.  Ms. Bennett stated the building would have 6 kennel runs that would be enclosed within the building.  She reviewed the kennel designs, waste control, number of animals housed at this facility, the building design and construction, screening, fencing, play area, alarm system, lights, signage, buffering and staffing. Ms. Bennett introduced Norman Hoidalen, Builder, to review the building construction, acoustics and materials used.  Fran will draft conditions of approval based on the issues discussed at the meeting for the Commission’s consideration for next meeting. The public hearing closed at 7:30 p.m.

Old Business:

Scenic Roads
Fran noted that as discussed at the last PZC meeting he prepared an article for the Drummer’s next addition concerning the Scenic Roads.  The Town has added the Scenic Road Designation on the property cards in the Assessor’s Office and the Building Office files.  Fran noted that the Town would review Scenic Roads at future staff meetings to keep employees aware of the conditions.  He also reviewed the responsibilities of Jamie Klaus, Tree Warden.  Heather Monty, Stonehedge Way, noted she wrote the initial letter and took action because she had worked on the Scenic Road designation for Silver Street and was concerned when the tree cutting occurred.  Mrs. Monty thanked the Commission for their assistance in this matter. Other members of the public agreed with Mrs. Monty and commented that we need to make the public aware of the ordinance.

Commercial vehicles in residential zones:  
Fran noted he is gathering data and checking with other towns to see what they have done concerning this issue.

New Business:
There is no new business.

Receive Applications:

An application has been received for a one lot subdivision for property located at 101 East Street, Evonsion property.

A partial application has been received for a nail salon at 9 Bank Street, Geisslers Plaza. It is not being received at this time as it is not complete.

Staff Reports and Correspondence:
Fran noted that a survey has been completed for property located at 19 East Granby Road, Masonic Building and that the owners are considering various options for the property.  He also noted that construction has begun on the Shepherd’s Way subdivision and that the private road improvements for the Lost Acres Road (Clemons Spring) subdivision are mostly complete and 1 house is under construction.  Also he is currently preparing the record for the ZBA Court Case concerning the dirt bikes.
