MINUTES
Present: Paula Johnson, Chairwoman, Daniel P. Brown, Jr., Margaret Chapple, Charles Kraiza, James Sansone Linda Spevacek, Frederick Wilhelm, Francis Armentano, Director of Community Development and Edward Sweeney, Town Engineer.
The meeting opened at 7:04 p.m.
Public session: There was no public comment.
ON A MOTION by James Sansone, seconded by Fred Wilhelm, the Commission voted to approve the minutes of January 27, 2004 with the following correction: Page 2, paragraph 5 should read: Chairwoman Johnson discussed the creation of a subcommittee whose membership may include John Morgan, Mike Wosczyna, Lorri DiBattisto and Terry-Ann Hahn. The subcommittee would be charged with creating architectural guidelines for future commercial projects. Those who wish to volunteer for the subcommittee are asked to contact PZC members or Town Staff.

A presentation was made for an application for a Special Permit for property located at 357 Salmon Brook Street, Cambridge House, Brew Pub. Tom Grimaldi, Engineer, presented a development plan of property to the Commission. Mr. Grimaldi gave an overview of the initial plan presented at the September 2003 informal hearing. He indicated that the building was downsized from the original 4,139 square feet. This was necessary due to the parking and floodplain requirements. Mr. Grimaldi also reviewed grading, drainage, parking, sewage disposal and possible future connection to the public sewer system. He indicated that he was working with the Department of Transportation on the curb cut. Mr. Grimaldi read a letter into the minutes concerning the flood plain. Lorri DiBattisto,
Architect, reviewed the proposed building design, indicating it would have a village type appearance. Ms. DiBattisto also reviewed improvements, as well as the addition, siding, lighting and landscaping. The applicant has received a letter of approval from Farmington Valley Health District and approval from the Inland Wetlands and Watercourses Commission. Public hearing is set for February 24, 2004. (Items of concern – sign, fencing around dumpster and lighting). There was no public comment.
The Commission has accepted the withdrawal of an application for a Special Permit for a garage in excess of 600 square feet for property located at 2 Becontree Heath Road, File Z-1-04.
Fran Armentano gave an overview of the duties of the Capital Region Council of Governments. Chairwoman Johnson volunteered to be the representative to the CRCOG with other Commission members being alternates in her absence.
The Commission held an informal discussion with Jerry Salmonsen, owner Ray’s Automotive, 539 Salmon Brook Street. Mr. Salmonsen stated he has an agreement with Auto’s of Connecticut North, 541 Salmon Brook Street to use the vacant lot in front of Ray’s Automotive for the sale of additional vehicles. Mr. Salmonsen indicated he would landscape this area and a connection would be established between the properties. The Commission members indicated that such an arrangement could be a positive change for the area. However, any such application should be a joint application that included the comprehensive use and activity of both properties.
The Commission received an application for drive-through windows. Fran Armentano will review and refer to CRCOG.
Fran gave a brief update of the Mill Pond Drive activity.
