FEBRUARY 24, 2004
MINUTES
Present: Paula Johnson, Chairwoman, Daniel P. Brown, Jr., Margaret Chapple, Charles Kraiza, James Sansone, Linda Spevacek, Frederick Wilhelm, Francis Armentano, Director of Community Development and Edward Sweeney, Town Engineer.
The meeting opened at 7:05 p.m.
Public session: There was no public comment.
ON A MOTION by Charles Kraiza, seconded by Fred Wilhelm, the Commission voted to approve the minutes February 10, 2004. All approved.
Public hearing on an application for Special Permit for property located at 357 Salmon Brook Street, Cambridge House, Brew Pub, File Z-3-04, opened at 7:07 p.m. Tom Grimaldi, Engineer, reviewed the site development plan, including the floodplain, wetlands, structure design, parking and access, waste disposal system, and handicap parking and access. Lorri DiBattisto, Architect, reviewed the addition to the existing structure, signage, lighting, venting system for the Brew Master House and the propane tanks. Ms. DiBattisto presented booklets to the Commission featuring the outside lighting fixtures and vinyl fencing to be used around the trash dispenser. Ms. DiBattisto submitted the hours of operation for the file. Approval has been received from Farmington Valley Health District and the Inland
Wetlands and Watercourses Commission. A member of the public stated this was a great enhancement to the area. The public hearing closed at 7:39 p.m.
Public hearing on an application for an amendment to Section 8.16.1 concerning drive through windows is scheduled for March 9, 2004.
An application for site plan and special permit for property at 9 Mill Pond Drive will be received March 9, 2004.
The Commission received an application for special permit for use within an Aquifer Protection Overlay Zone for video rental use, for property at 7 Mill Pond Drive. File Z-5-04.
Chairwoman Johnson stated that the Plan of Development meeting for February has been canceled.
Fran Armentano asked Chairwoman Johnson to present John Morgan with a plaque from the Town Manager for his years of service on the Planning and Zoning Commission.
ON A MOTION by James Sansone, seconded by Fred Wilhelm, the Commission voted to approve an application for Special Permit for property located at 357 Salmon Brook Street, Cambridge House, Brew Pub, as outlined in the Layout and Grading Plan, Landscaping Plan, Sedimentation and Erosion Control Plan and Notes and Details dated January 12, 2004, revised to 1-23-04, job # 03-58 for the Cambridge House, prepared by Dufour Surveying Associates, File Z-3-04, with the following conditions:
1. The site design shall be as specifically outlined within the above referenced plans, except as modified below.
2. All landscaping materials shall be installed as specifically outlined on the Landscaping Plan.
3. All lighting is proposed to emanate from building mounted lighting fixtures, as proposed. All such lighting fixtures shall be designed to shield light from the adjacent property to the north and from Salmon Brook Street.
4. The building shall be constructed as specifically presented on the exterior elevations plan except that the installation of latticework around the deck is not approved. The latticework may be approved by the Town Engineer upon receipt of a report, which demonstrates that the floodplain will not be impacted by such installation. The Commission finds that the latticework is an attractive feature of the proposed deck.
5. The dumpster shall be enclosed by a vinyl fence and gate at least 6 feet in height as proposed.
6. The sign may remain in the original location, provided it does not interfere with the sight line to the north. The Director of Community Development shall make the final determination on this matter. The size of the sign shall be a maximum of 9 square feet.
7. The Route 10 access may be modified based on specific requirements of the State Department of Transportation with the review and approval of the Director of Community Development.
All approved.
ON A MOTION by Margaret Chapple, seconded James Sansone, at 7:55 p.m. the Commission voted to go into Executive Session. Town staff was asked to remain in attendance. All approved.
ON A MOTION by Margaret Chapple, seconded by Put Brown, at 8:03 p.m. the Commission voted to end the Executive Session. All approved.
Fran Armentano briefly reviewed a proposed act concerning Municipal Ethics Commissions and Municipal Ethics Codes.
The meeting adjourned at 8:08 p.m.
