MINUTES
Present: Paula Johnson, Chairwoman, Margaret Chapple, Daniel P. Brown, Jr., James Sansone, Linda Spevacek, Charles Kraiza, Frederick Wilhelm, Francis Armentano, Director Of Community Development and Edward Sweeney, Town Engineer.
The meeting opened at 7:05 p.m.
Public session: There was no public comment.
ON A MOTION by Margaret Chapple, seconded by Fred Wilhelm, the Commission voted to approve the minutes of March 9, 2004. All approved. Put Brown and Charles Kraiza abstained.
Fran Armentano reviewed with the Commission the development of a proposed amendment to allow Residential Landscape Businesses by Special Permit. He discussed the wide variations in the scope of landscaping businesses and equipment used. He distinguished such use from that allowed under a Home Occupation. This amendment could allow the town to have better oversight of such businesses while providing opportunities for expansion. Bruce and Corey Unger, 188 Salmon Brook Street, owners of Old Farms Landscaping, promoted the original draft of this amendment. A member of the public inquired about the impact of this amendment on existing home occupations. Also noted by the public was a desire to have onsite storage of fuel for the mowers and other machinery. Fran will continue to work on the
regulations and prepare a revised copy for the Commission’s review.
The Commission held a lengthy discussion on an application for an amendment to Section 8.16.1 concerning drive-through windows, File Z-4-04. Put Brown participated in the discussion as he listened to the tape of the March 9, 2004 public hearing, reviewed the minutes and regulations. The Commission commented on the following items:
· The access to such windows and the desire to prohibit access and egress from major roadways.
· The level of sound from outside speakers and the potential impact such sound can have on residential properties.
· The possible need to separate the drive-through windows of competing restaurants from one another.
The discussion will be continued at the next meeting.
The Commission received an application for site plan and special permit for property at 9 Mill Pond, File Z-7-04. Public hearing is scheduled for April 13, 2004.
The Commission received an application for a Special Permit or a garage in excess of 600 square feet for property located 94 Hungary Road, File Z-6-04. Public hearing is scheduled for April 13, 2004.
The Commission received an application for a Special Permit for an accessory apartment
For property located at 198R Salmon Brook Street, Z-8-04. Public hearing is scheduled for April 13, 2004.
