PLANNING AND ZONING COMMISSION
Minutes
July 27, 2004


Present:  Paula Johnson, Chairman, Daniel P. Brown, Jr., Charles Kraiza, James Sansone,            Frederick Wilhelm, Francis Armentano, Director of Community Development                 and Edward Sweeney, Town Engineer.

The meeting opened at 7:04 p.m.

Public session:  There was no public comment.

ON A MOTION by James Sansone, seconded by Frederick Wilhelm, the Commission voted to approve the minutes of July 10, 2004.  All approved.

Continuation of a public hearing on an application for Special Permit and Site Development Plan for property located to the south of the State Line Buildings, 514 Salmon Brook Street, File Z-17-04 has been withdrawn.

Put Brown entered the meeting at 7:06 p.m.

Public hearing on an application for a one-lot re-subdivision of #6 Appletree Lane, File Z-19-04, opened at 7:07 p.m.  Tom Wutka, applicant, briefly reviewed the history of the subdivision approval.  Mr. Wutka stated that in February 2000, Lots 5 & 6 were combined because of a high water condition on Lot 5.  As this lot did not have Farmington Valley Health District approval, only 7 lots were approved at that time.  Since the original subdivision approval, curtain drains have been installed and the lot retested. The Farmington Valley Health District has now approved the septic location for Lot 5 and a letter stating this is on file.  There was no public comment.  The public hearing closed at 7:13 p.m.

Public hearing on an application for a site plan amendment seeking to add parking at the YMCA, Salmon Brook Street, File Z-20-04, opened at 7:14 p.m.  Steve Bell, Engineer, stated that the YMCA has proven to be successful beyond expectations and the number of parking spaces is inadequate to accommodate the number of users. The application proposes an additional 26 parking spaces, 14 of which were previously identified in the phase 2 parking area.  Included in the proposal are 6 additional light posts of the same size, style and lighting intensity as the existing lights.  The Commission noted that State Traffic Commission approval is needed.  There was no public comment.  The public hearing closed at 7:23 p.m.

Public hearing on an application for a one-lot subdivision for property located at 249 Granville Road, File P-2-04, opened at 7:24 p.m.  Ernie Rocco, stated that Mr. Clapp, owner, wishes to create one new 2-acre building lot from the 19 acre parcel.  The property has received Inland/Wetland Water Commission and Farmington Valley Health District approval.   Ed Lally, Engineer, discussed the application and reviewed the surrounding area.  The Commission was interested in the future planning for the remaining acreage and existing house.  They suggested that the owner of the remaining land seek professional guidance before attempting to subdivide out individual lots.  Members of the public expressed concerns for future planning, wetlands and a noted easement.  Public hearing closed at 7:40 p.m.

The Commission held an informal discussion with Liz Glover concerning the commercial use of property at 380 Salmon Brook Street.  Ms. Glover stated that she was interested in purchasing this property as a location for her drapery rod business and a residence.  This would require a zone change from residential to commercial because the business involves the retail sales of manufactured products. Ms. Glover was seeking the Commission’s input before the purchasing of this property.  The Commission expressed a number of concerns related to the zone change of this one small parcel.  They discussed other options that Ms. Glover may wish to explore.

ON A MOTION by Fred Wilhelm, seconded by Charles Kraiza, the Commission voted to recommend to the Board of Selectmen that the Town purchase property located at 93 Old Stagecoach Road.  All approved.

ON A MOTION by Put Brown, seconded by Fred Wilhelm, the Commission voted to approve an application for a one-lot re-subdivision of #6 Appletree Lane, as outlined on a map titled Appletree Estates, Subdivision Plan, dated August 31, 1999 and revised through 7-20-04, File Z-19-04, with the following required modification:
·       The plan title must be changed from SUBDIVISION to RESUBDIVISION.
All approved.

ON A MOTION by Charles Kraiza, seconded by Fred Wilhelm, the Commission voted to approve an application for site plan amendment seeking to add 26 parking spaces at the YMCA, Salmon Brook Street, as outlined on drawings numbered SK002C and SK001C, dated 7-20-2004, File Z-20-04, with the following conditions:
·       The YMCA Site Plan must be modified to show the proposed parking and to show the entire site plan in an as-built condition.
·       State Traffic Commission approval is required prior to construction.
All Approved.


ON A MOTION by Charles Kraiza, seconded by Fred Wilhelm, the Commission voted to approve an application for a one-lot subdivision for property located at 249 Granville Road, as outlined on a map titled proposed subdivision Ernest Rocco, dated June 15, 2004, with the subdivision plan revised to 7-26-04, File P-2-04, with the following condition:
·       The note on the Subdivision sheet that appears below the #249 and after “16.893 acres” must be removed.
All approved.

The August 10, 2004 and August 24, 2004 meetings are canceled.

The meeting adjourned at 8:25 p.m.
