PLANNING AND ZONING COMMISSION
MINUTES
JANUARY 11, 2005
Present: Paula Johnson, Chairwoman, Daniel P. Brown, Jr., Margaret Chapple, Charles Kraiza, James Sansone, Frederick Wilhelm, Francis Armentano, Director of Community Development and Edward Sweeney, Town Engineer.
The meeting opened at 7:02 p.m.
Public session: Robert Schlicht discussed with the Commission the Stipulated Judgment, by agreement of the parties, in Robert Schlicht, et al vs Roger Royer, et al. The judgment allows Mr. Schlicht to have 7 residential building lots along Old Messenger Road, south. Mr. Schlicht presented the Commission with a map that outlined the specific area and location of the 7 lots. The lots will have access to Morningside Drive, by way of a private road, which is to be constructed over a portion of the former roadbed of Old Messenger Road. The Commission suggested minor changes to the map, and indicated a willingness to sign a mylar copy of the map, thereby documenting that the lots were found to be acceptable and in accordance with the Stipulated Judgment.
ON A MOTION by Fred Wilhelm, seconded by Margaret Chapple, the Commission voted to approve the minutes of November 23, 2004. All approved. Charles Kraiza abstained.
The Commission held a discussion with Steve Boucino concerning a request for a modification to an approved site plan for the Cambridge House Brew Pub, Salmon Brook Street, File Z-3-04.
Mr. Boucino reviewed the problems that were encountered during the building process. He provided pictures and comments addressing each issue. The Commission expressed specific concern regarding the aesthetics of the ductwork and the modifications to the landscape areas and parking. The Commission appeared to accept the redesign of the rear deck and handicap access. The Commission did not approve any changes to the site or building. They advised Mr. Boucino to work with Fran Armentano to limit the number and extent of the site plan deficiencies. The Commission will then review and consider a revised site plan.
The Commission held an informal discussion with Tammy Tanner concerning a possible restaurant within Granby Center. Ms. Tanner stated she would like to purchase a 1940’s diner presently located in New Hampshire and relocate it to property on Hartford Avenue. In addition to the diner, an additional area would be constructed for a kitchen, additional dining and banquet facility. The property is zoned C2 and a restaurant is permitted by Special Permit. The Commission stressed the importance of a well-designed site plan and appeared to agree that the diner could be a positive addition to Granby Center.
The Commission held a discussion concerning a site plan violation at 349 Salmon Brook Street, property of John Petersen. Construction has taken place on this property without site plan or building approval. Fran informed the Commission that large storage trailers and a hoop house had been installed. Henry Miga, Zoning Enforcement Officer, has notified the owner of his concern. The owner has stated that the violation would immediately be removed. The town staff will continue to monitor the situation.
Chairwoman Johnson stated that the Plan of Conservation and Development Subcommittee would hold a public workshop on February 1, 2005 to review the current draft of the Plan of Conservation and Development. Everyone is invited to attend. It is anticipated that the PZC will hold public hearings on the Plan of Conservation and Development in March of 2005.
