PLANNING AND ZONING COMMISSION
NOVEMBER 22, 2005
MINUTES
Present: Paula Johnson, Chairwoman, Jonathan Boardman, Daniel P. Brown, Jr., Margaret Chapple, Charles Kraiza, James Sansone, and Linda Spevacek. Francis Armentano, Director of Community Development was also present.
The meeting opened at 7:03 p.m.
Carol Smith, Town Clerk, swore in the newly elected members.
Public session: There was no public comment.
ON A MOTION by James Sansone, seconded by Margaret Chapple, the Commission voted to approve the minutes of the November 8, 2005 meeting with the following corrections: Page 2, paragraph 1, sentence 2 should be: The proposed building will be 2 stories and contain 6,400 square feet. Page 3, paragraph 3, sentence 2, should be: Town staff members, Fran Armentano and Dorcus Forsyth, were directed by the Commission to remain during the Executive Session. All approved. Jonathan Boardman abstained.
The Commission held a discussion concerning an application for a site plan amendment for property located at 7 Mill Pond Drive, seeking approval of a directory sign, File Z-26-05. Robert Metcalfe, owner, submitted a rendering of the sign that he would like to place 25 feet in from the street. Mr. Metcalfe indicated this would sign would duplicate the carwash sign located on the opposite side of Mill Pond Drive. The Commission members informed Mr. Metcalfe the approval of Mill Pond Drive, dated October 27, 1998, does not allow the sign to be placed as proposed. The applicant and the Commission discussed alternatives to the placement.
ON A MOTION by Put Brown, seconded by James Sansone, the Commission voted to deny the placement of the sign as proposed and to approve a directory sign, designed in accordance with the Zoning Regulations as outlined in the file drawing, provided that the sign is illuminated with exterior lighting that is directed onto the sign from above the sign face and placed on the site as originally approved, except that it may be placed parallel to Mill Pond Drive. All approved.
The Commission held a discussion concerning the possibility of adopting amendments to the Granby Zoning and Subdivision Regulations that will temporarily establish a Moratorium on subdivision and re-subdivision applications within the Case Street and Edgerton Road area. The area was depicted on a map. Fran Armentano discussed the unique features of this area and reviewed the draft amendments that would establish the moratorium. During the 12 month moratorium period the area would be studied and based on the study new Zoning and/or Subdivision Regulations may be presented for consideration. The area has had very little development in the past and based on recent activities and inquires it appears that the area may experience significant development proposals in the near future. Access to the
area from the Route 219 intersection, the only Granby access, is considered to be of poor design and the proximity and elevation of the area presents a challenge for public service vehicles. Other concerns are addressed in the proposed amendments. The amendments have been referred to the Capital Region Council of Governments. Mr. DeFeo, 48 Edgerton Road, expressed his concerns to the Commission. The Commission encouraged him to present the concerns at the public hearing, set for November 13, 2005.
Fran reviewed with the Commission the agenda items of new and old business.
Jonathan Boardman was welcomed to the Planning and Zoning Commission.
The Commission briefly discussed the State Statute for voting sessions and discussed procedures for lengthy public hearings.
The Commission received a sign application from Susan Fry regarding a directory sign on Mill Pond Drive.
The meeting adjourned at 8:03 p.m.
