PLANNING AND ZONING COMMISSION
APRIL 11, 2006
MINUTES
Present: Margaret Chapple, Acting Chairwoman, Jonathan Boardman, Daniel P. Brown, Jr., Charles Kraiza, James Sansone, and Linda Spevacek. Francis Armentano, Director of Community Development and Edward Sweeney, Town Engineer were also present.
The meeting opened at 7:02 p.m.
Public session: There was no public comment.
ON A MOTION by James Sansone, seconded by Jonathan Boardman, the Commission voted to approve the minutes of March 28, 2006 with the following corrections: Page 1, paragraph 6, sentence 8 the word closed should be close, sentence 9 should read: The Commission members suggested locating the diner a bit further back from the building line. Add the following new sentence: The members also suggested that the curb cut be designed to allow a future connection to the adjacent property to the west. All approved. Margaret Chapple abstained.
Public hearing on an application for a Site Plan Modification, seeking to increase the size of an existing building by adding 17,200 square feet, in an I zone, for Arrow Concrete 560R Salmon Brook Street, File Z-4-06, opened at 7:06 p.m. T. J. Baresi, Ed Lally Associates, presented the plan for the building modification. The Commission approved the construction of the 32,800 square foot building on December 10, 2002. The proposed modifications will result in a 50,000 square foot building. The proposed addition will provide for additional manufacturing and storage. Mr. Baresi stated that the style of the addition would mirror the basic design of the existing rear portion of the building. There is no additional landscaping, lighting, drainage driveways, walkways, utilities or signs. The
original septic system will be relocated per Farmington Valley Health District approval. Hal Pierce, HPJ Construction, stated that his company will be constructing the addition. HPJ construction was the contractor for the original building and site improvements. Mr. Pierce discussed the site paving and the use of recycled paving materials (millings) around the outside of the building. He commented on noise levels and overall activity on the site. Fran Armentano read a letter into the minutes from John and Fran Horr, concerning noise and dust levels. Ed Tepper, 169 Notch Road, expressed concerns for the visual aspect of the concrete products stored on the site, the color of the existing building, noise and dust. He proposed the planting of trees throughout the storage area and changing the color of the building. The Commission, town staff and the applicant discussed noise, dust control, the sweeping of the site, re-grading of the
banks, the planting of trees and more. Public hearing closed at 7:57 p.m.
Public hearing on an application to amend Section 3.10, Neighborhood and Commercial Transition Zone, by modifying the wording of Section 3.10.3.10 and eliminating Section 3.10.3.11, File Z-05-06, opened at 7:58 p.m. Fran Armentano reviewed with the Commission the suggestions and concerns that were brought up at the T1 zone change hearing of March 14, 2006. The proposed changes are in response to the suggestions and concerns that were raised by the Commission members and the public. He read the proposed new wording into the minutes. Public hearing closed at 8:01 p.m.
The Commission received an application to increase the size of an existing barn/garage for property located at 251 Silver Street.
Staff Reports and Correspondence:
Fran gave updates on Horses and Hounds, Cumberland Farms, State Line Propane, a 30-lot subdivision located at 30 Edgerton Road, 83R Salmon Brook Street, Book Store application, and a possible subdivision on Moose Horn Rd.
There was no discussion of items of interest or concerns.
The Commission held a discussion concerning an application for a Site Plan Modification, seeking to increase the size of an existing building by adding 17,200 square feet, in an I zone, for Arrow Concrete, 560R Salmon Brook Street, File Z-4-06.
ON A MOTION by James Sansone, seconded by Linda Spevacek, the Commission voted to approve an application for a Site Plan Modification, seeking to increase the size of an existing building by adding 17,200 square feet, in an I zone, for Arrow Concrete, 560R Salmon Brook Street, File Z-4-06, as follows:
1. The approval is as shown on maps titled; Modification to Approved Site Plan, property of Arrow Concrete Products, Inc, 3 sheets identified as Area Plan, Layout Plan, Grading and Erosion Control Plan, all sheets dated March 27, 2006.
2. The approval includes the waiver of 25 parking spaces, as permitted under Section 7.9.2 of the Zoning Regulations. A note shall be placed on the Layout plan which states that “The owner will install as many of the waived parking spaces as the Commission deems necessary within six (6) months of the Commission's request, when, in the opinion of the Commission such installation is needed.”
3. The property Lines shall be adjusted as outlined on the Layout Plan. A mylar of the property line adjustment shall be filed in the Granby Land Records along with the mylars of the site plan.
All approved, with Jonathan Boardman abstaining, as the Commission found the application to be in conformance with the Zoning Regulations.
ON A MOTION by Put Brown, seconded by Linda Spevacek, the Commission thanked Mr. Burkhart for volunteering to come back in front of the Commission on June 26, 2006 to update the Commission on the issues of noise, dust, bank re-grading and landscaping for this and surrounding property as discussed at the hearing. All approved. Jonathan Boardman abstained.
ON A MOTION by Put Brown, seconded by Charles Kraiza, the Commission voted to amend Section 3.10, Neighborhood and Commercial Transition Zone, by modifying the wording of Section 3.10.3.10 and eliminating Section 3.10.3.11, File Z-5-06. All approved as the Commission found that the amended wording will better serve the public by clarifying the buffering requirements and removing ambiguity in the boundary of the T1 zone.
The meeting adjourned at 8:17 p.m.
