PLANNING AND ZONING COMMISSION
JULY 25, 2006
MINUTES
Present: Paula Johnson, Chairwoman, Jonathan Boardman, Jr., Margaret Chapple, Charles Kraiza, and James Sansone. Francis Armentano, Director of Community Development and Edward Sweeny, Town Engineer were also present.
The meeting opened at 7:00 p.m.
Public session: Stanley Walczewski, 76 Hunt Glen Drive, representing the Hunt Glen residents expressed concern about items that need to be completed at the complex. The Developer, Naek Construction Company, will soon be completing the development. Mr. Walczewski indicated that there were site plan issues and drainage issues that needed to be addressed before the developer completes the project. Jeannie Harris, 71 Hunt Glen Drive, Secretary, Hunt Glen Community Association, presented to the Commission a written report that details a variety of items of concern. Mrs. Harris stated that the report outlines issues with the common area, drainage, gravel that has washed out, soil erosion, external building defects with the Club House, air conditioning unit concerns, construction debris that is not
removed, trees not planted and various deviations from the site plan for the landscaping. Fran informed the residents that he would review the concerns relative to the approved site plan. H suggested that residents contact Henry Miga, Building Official, to discuss concerns for the buildings.
ON A MOTION by Margaret Chapple, seconded by James Sansone, the Commission voted to approve the minutes of July 11, 2006. All approved. Charles Kraiza abstained.
Public hearing on an application for a Special Permit for property located at 28 East Granby Road for Limited Retail Sales within an OP Zone, File Z-10-06, opened at 7:18 p.m. Rick Kirschbaum, owner, proposes to use the existing structure for a flower and gift shop business. The Commission in October 2003 approved a similar proposal for Limited Retail Sales, but the Special Permit was never filed. Mr. Kirschbaum submitted a Site Plan showing a handicap ramp, a possible future addition of an exterior cooler, the elimination of the existing curb cut and the conversion of the existing driveway at 26 East Granby Road to a sidewalk. The parking will be in the rear of the property. There will be perennial gardens and other landscaping. The small dumpster exists to the rear of 26 East Granby Road. If additional dumpster capacity is needed a larger one may be obtained, but it will remain in the same location, to the rear and between the two properties. Sally Jones, the future
operator of “Flowers N Such LLC”, indicated that at the present time there are no other florists in town. This will be a full service shop with flowers, gift baskets, gift items and products from local artisans. There was no public comment. The public hearing closed at 7:31 p.m.
Fran reviewed with the Commission a modification to the Pheasant Lane Subdivision, to slightly increase the length of the private road and to adjust the property lines of lots 104 and 106.
ON A MOTION by James Sansone, seconded by Jonathan Boardman, the Commission voted to approve a modification to the Pheasant Lane Subdivision to slightly increase the length of the private road and to adjust the property lines of lots 104 and 106 as shown on map titled Proposed Subdivision prepared for TTDG, LLC, dated November 12, 2004 and revised to July 12, 2006. All approved.
ON A MOTION by Margaret Chapple, seconded by Jonathan Boardman, the Commission voted for the release of the Security Agreement for the Pheasant Lane Subdivision. All approved.
Fran reviewed with the Commission the Case Street Subcommittee’s recommendation to remove an area of Southwest Granby from the Open Space and Recreation Overlay Map. This action will remove the requirement that subdivisions proposed within this area be designed under the FRD guidelines. Fran will prepare the map and send it to the Capitol Region Council of Governments for review.
Fran reported that a check in the amount of $14,394 was received as a Fee in Lieu of Open Space for property located at 10 Knollwood Lane.
The Commission received no new applications.
Staff Reports and Correspondence:
Chairwoman Johnson noted the nice improvements to 261 Salmon Brook Street.
The Commission members commented on the removal of trees at 100 Bushy Hill Road.
ON A MOTION by James Sansone, seconded by Margaret Chapple, the Commission voted to approve an application for a Special Permit for property located at 28 East Granby Road, as outlined on the file map, with the following 4 conditions:
1. The final design, location and installation of any exterior lights must be reviewed by the Director of Community Development and installed only upon approval.
2. The final design of the parking area must be reviewed by the Town Engineer and installed only upon approval.
3. The dumpster shall remain within the general location of the existing dumpster.
4. A Certificate of Occupancy may only be issued after the existing driveway has been completely abandoned as proposed.
All approved.
The Commission will not meet in August.
The meeting adjourned at 8:05 p.m.
