MINUTES

Present:        Paula Johnson, Chairwoman, Jonathan Boardman, Daniel P. Brown, Jr., Margaret Chapple, James Sansone and Linda Spevacek.  Francis Armentano, Director of Community Development was also present.

The meeting opened at 7:03 p.m.

Chairwoman Johnson announced to the public audience that Agenda Item #4 consideration of an application for a 30-lot FRD Special Permit and Subdivision for property located at 20 Edgerton Road, File Z-7-06, has been withdrawn.

Public session:  There was no public comment.

ON A MOTION by Put Brown, seconded by Margaret Chapple, the Commission voted to approve the minutes of June 27, 2006.  All approved.

The public hearing on an application for a Special Permit for a garage in excess of 1,000 square feet, for property located at 2 Old Orchard Road, File Z-9-06, opened at 7:05 p.m. John Gunning, owner, explained the request.  He stated that he wants to add a 576 square foot carport to the existing detached garage for a total of 1,116 square feet.  The exterior of the building will be wood siding with solid stain.  There will 2 flood lights on the building, directed towards the driveway.  Mr. Gunning reviewed with the Commission the aerial photos of the property and location of driveway.  There was no public comment.  The public hearing closed at 7:15 p.m.

Fran informed the Commission of the progress of Powder Mill Subdivision and the current status of the property.  He recommended the release of the existing Security Agreement provided that the developer posts a $58,000 cash bond to guarantee the completion of all required public improvements.

ON A MOTION by Put Brown, seconded by Linda Spevacek, the Commission voted to approve the Release of Security Agreement for the Powder Mill Subdivision, provided that the developer posts a $58,000 cash bond to guarantee the completion of all required public improvements.  All approved.

The Commission received an application for a Special Permit for property located at 28 East Granby Road for limited retail sales within an OP Zone, File Z-10-06.

No Staff Reports or Correspondence was received.

The Commission briefly discussed the status of the diner, the closing of Quiznos, the Brew Pub, Mill Pond Road, Horses and Hounds and the release of the security bond for Hunt Glen Subdivision.

ON A MOTION by James Sansone, seconded by Jonathan Boardman, the Commission voted to approve an application for a Special Permit for a garage in excess of 1,000 square feet, as outlined within the file map, for property located at 2 Old Orchard Road, File Z-9-06, with the following condition:

·       The structure will be used solely as an accessory to the primary residential use of the property and will not be used for business purposes.

All approved.

The meeting adjourned at 7:30 p.m.
