MINUTES
Present: Paula Johnson, Chairwoman, Jonathan Boardman, Daniel P. Brown, Jr., Charles Kraiza
James Sansone and Linda Spevacek. Francis Armentano, Director of Community
was also present.
The meeting opened at 7:05 p.m.
Public session: There was no public comment.
ON A MOTION by Put Brown, seconded by James Sansone, the Commission voted to approve the minutes of March 14, 2006 with the following corrections: Page 2, paragraph 2, sentence 2, change the word actually to previously and sentence 3, change the word is to was. All approved.
Louisa and John Mayock and Joyce Kennedy Raymes updated the Commission on the status of the operation of the Antiques Barn at 74R Silkey Road, File Z-14-05. Louisa Mayock indicated there have been approximately 1- 3 cars per weekend at their antiques business. They have circulated printed flyers with the directions to the antiques barn. They are keeping a log of the activity. They indicated that there have been no comments or complaints from the neighbors. Fran Armentano stated that the Town was not received any complaints regarding this activity.
The Commission held an informal discussion with Tammy Tanner regarding the possible relocation of a diner and associated construction for a restaurant within the Granby Center. Ms. Tanner submitted renderings of the 1940’s Streamliner diner. The diner is currently stored in North Granby where the first phase of restoration will soon start. She indicated that she has an option to purchase property located at 23 Hartford Avenue, a .93-acre site directly across from Bank Street. Ms. Tanner feels that the site could accommodate the diner and an addition and allow for ample parking. The zoning line is located in the middle of the property with the front half zoned C2 and the rear half zoned R30. This situation is under review, along with the public sewer and water access. Ms.
Tanner stated that the diner would likely be placed closed to the 50 foot street line. The Commission members suggested locating the diner a bit farther back from the road to allow for inter-connecting access. Lighting and noise were also briefly discussed.
The Commission discussed the application for a change of zone from C1 and R30 to T1, file Z-1-06. Members asked Mr. Armentano to comment on the suggestion to move the proposed southern T1 zone line further to the north. Commission members reviewed a map showing an alternative zone line that increased the distance between the rear property line of residential properties located along Woodland Drive and Woodland Place from the T1 zone.
ON A MOTION by Put Brown, seconded by Linda Spevacek, the Commission voted to approve the application for a change of zone from C1 and R30 to T1 as discussed at a public hearing held on March 14, 2006, File Z-1-06, with a modified zone line as outlined on a map attached to these minutes. All approved. The Commission found that, as approved, the zone change will:
1. Eliminate an existing commercial strip zone.
2. Encourage a comprehensive approach to development.
3. Aid traffic flow and safety by reducing the number of commercial curb cuts and encouraging development along an internal access road.
4. Improve the quality of commercial development by providing significant site and building guidelines.
5. Provide significant buffering between existing residential developments and existing roadways.
The Commission received an application for a site plan modification for Arrow Concrete, seeking to construct a 17,500 square foot addition to the existing building. The public hearing will be April 11, 2006.
Staff reports and Correspondence:
Fran gave updates on 83R Salmon Brook Street, Book Store application, Pheasant Run, Cider Mill Heights, and Powder Mill Subdivisions, Horses & Hounds, Cumberland Farms, and a grant for street lighting on Bank Street.
Chairwoman Johnson signed a letter of support for the purchase of 33 Weed Hill Road by the McLean Trust.
