PLANNING AND ZONING COMMISSION
MINUTES
SEPTEMBER 26, 2006
Present:        Paula Johnson, Chairwoman, Jonathan Boardman, Daniel P. Brown, Jr., Margaret Chapple, Charles Kraiza, James Sansone and Linda Spevacek.   Francis Armentano, Director of Community Development, and Edward Sweeney, Town Engineer, were also present.

The meeting opened at 7:03 p.m.

Public session:  Christopher Carey, 65 Kelly Lane, stated that an abutting neighbor has an outdoor wood-burning boiler.  The boiler is a fairly new method of heating homes and hot water and is in operation 365 days a year.  He indicated that this is polluting the neighborhood.  While he is pursuing the specific incidence with the DEP and the Granby Building Department, he suggests that such boilers be prohibited in Granby.  He stated that some towns in Connecticut have already banned the boilers.  The Commission members suggested he work with the Selectmen to prepare an ordinance to eliminate the installation of these boilers.  Fran Armentano will look into the matter.

ON A MOTION by Put Brown, seconded by Jonathan Boardman, the Commission voted to approve the minutes of September 12, 2006 with the following correction: Page 3, paragraph 3, should be seconded by Linda Spevacek, not Paula Johnson.  All approved.  Charles Kraiza abstained.   

Public hearing on an application for a one-lot re-subdivision of property located at 514 Salmon Brook Street, State Line Oil, File P-2-06, opened at 7:13 p.m.  Chris Stimson, Alford Associates, representing Michael Guarco, indicated that a lot has already been split from the 9+-acre site for the State Line Propane development.  The proposed lot is located between the State Line Oil property and State Line Propane property.  There is no use proposed for this property at this time. The split is only to establish ownership by another family member.  The proposed lot will share access with the State Line Propane property to the south.  The map reflects previously required streetscape and rear land buffers.  The public hearing will be continued October 10, 2006 pending the Farmington Valley Health District approval.  There was no public comment.  The public hearing adjourned at 7:25 p.m.

Public hearing on an application for a modification of a site plan to add an additional building of 4,000 square feet for property located at 504 Salmon Brook Street, State Line Propane, File Z-12-06, opened at 7:26 p.m.  Michael Guarco presented site plan maps to the Commission.  Mr. Guarco indicated this would be a cement block building located to the rear of the property.  The building would be used for the storage of his antique cars only.  Jim Sansone suggested the building be built to conform to residential construction standards rather than commercial since it is only 58 feet from the residential property line.  The building plans identify the building as having vinyl siding and a asphalt shingle roof.  The proposed building will not have a septic system.  Chris Stimson, Alford Associates, reviewed the elevation of the area and placement of the building.  The Commission members suggested that the building be constructed to resemble a barn.  They discussed roof materials, exterior lighting, windows and the use of the building.  A local neighbor expressed concern for traffic and suggested the State Line Propane building be completed before another is started.  The public hearing closed at 7:53 p.m.

Fran Armentano briefly reviewed the draft for the amendments to the Zoning and Subdivision Regulations concerning Erosion and Sediment Control with the Commission.  He stated that he hopes to coordinate the new regulations with future Inland/Wetland Water Course Commission regulations.  The Zoning portion of the regulations has been sent to the Capitol Region Council of Governments.  The public hearing is scheduled for October 24, 2006.

The Commission received an application for a renewal of a Special Permit for the sale of antiques for property located at 74R Silkey Road, File Z-19-05.  Public hearing is scheduled for October 24, 2006.

Staff Reports and Correspondence:

Fran Armentano reported on the progress of the Case Street Area Study Committee.  The final report may be ready for the October 24, 2006 meeting.  Fran hopes to make a report on the Cider Mill Heights Subdivision, phase III at the October 12, 2006 meeting.

Put Brown commented on the progress of the Broad Hill Road bridge and thanked the Public Works Department and Town Engineer for their work on this and other projects.

The meeting adjourned at 8:05 p.m.
