PLANNING AND ZONING COMMISSION
MINUTES
April 10, 2007
Present: Paula Johnson, Chairwoman, Margaret Chapple, Charles Kraiza, James Sansone and Linda Spevacek. Francis Armentano, Director of Community Development.
The meeting opened at 7:05 p.m.
Public session: There was no public comment.
Paula Johnson announced that Jonathan Boardman has resigned from the Commission.
ON A MOTION by James Sansone, seconded by Charles Kraiza, the Commission voted to approve the minutes of March 27, 2007 with the following correction: Page 2, paragraph 5, sentence 4, the next to the last word should be Dunkin not Duncan. All approved.
The Commission held an informal discussion with John Griffey of JYG, LLC dba Dunkin Donuts concerning the addition of a drive-through window at the Granby Dunkin Donuts. Mr. Griffey stated when he appeared before the Commission for the original approval, the drive-thru window wasn’t approved. Due to the creation of the T1 Zone change in this part of town, he would like the Commission to consider the addition of a drive-thru window. Todd Parsons, Lenard Engineering Inc., briefly reviewed the parking spaces and separation distances. Mr. Parsons indicated all the major issues and a traffic study will be discussed at the public hearing. The Commission members expressed concern for the ED Zone and residential areas.
John Oates, Deputy Fire Marshal, stated he is a life long resident of Granby, a member of the Lost Acres Fire Department and that he works with other communities on fire safety issues. The Town of West Hartford employs Mr. Oates as a full-time Fire Fighter. He also served on the Case Street Study Committee. Mr. Oates gave a very informative slide presentation on the delivery of fire protection in rural communities. He related several of the issues and concerns to the results of the Case Street Study.
Fran reviewed the slightly modified draft copy of zoning amendments and zone change based on the Plan of Conservation and Development, The Case Street Area, A Formula for the Preservation and Development of a Unique Section the Town of Granby. He will send the proposed draft to the Capital Region Council of Governments and other towns for review as required. The Commission will continue to discuss this matter.
The Commission received an application for a Special Permit to construct a barn/garage in excess of 1,000 square feet for property located 12 Brookside Drive, File Z-4-07. The public hearing is scheduled for April 24, 2007.
Staff Reports and Correspondence:
Fran commented that a new hardware store will locate in the former CVS and Granby Laundromat areas of the Bank Street Plaza. He further noted and commented on the Geissler’s Supermarket renovations. He also reported that the Board of Selectmen and Board of Finance have approved the purchase of 175 Salmon Brook Street and 149 Old Messenger Road, (Haddad property) and that he has begun to prepare a grant application for the funding of the Haddad property.
There was no discussion of items of interest or concerns.
