TOWN OF GRANBY
PLANNING AND ZONING COMMISSION
MINUTES
FEBRUARY 24, 2009

Members present:  Paula Johnson, Chairwoman, Charles Kraiza, Paul Lambert, James Sansone and Linda Spevacek.  
Staff present: Francis Armentano, Director of Community Development

The meeting opened at 7:04 p.m.

Public session:  There was no public comment.

ON A MOTION by James Sansone, Linda Spevacek, the Commission voted to approve the minutes of January 27, 2009.  All approved.  Charles Kraiza abstained.

Public hearings:  There are no public hearings scheduled for this meeting.

Old Business:
  • 123R Old Messenger Road
Chairwoman Johnson expressed her concerns regarding this informal discussion.  Informal discussions are designed to give potential applicants some general direction only.  They are not designed to provide any assurance of a future Commission action.

Millie Rugland stated the she would like to review the history of the property and their future intensions of the entire piece.  Chairwoman Johnson asked that she limit the discussion and that such discussions might be appropriate if and when an actual application was made.  Walter Rugland presented 4 different subdivision design possibilities. Ed Lally briefly reviewed the plans and the open space. Fran Armentano commented on the various designs and the regulations.

  • The Commission briefly reviewed the draft proposal of a mixed use Zoning Regulation for the Granby Center area.  The Commission felt that the changes that have been made were a significant improvement over the previous draft.  Members made additional suggestions.  The proposal will be set for public hearing.
New Business:  There is none scheduled.

Receive Applications:  There are no new applications to be received as of 2-19-09.

Staff Reports and Correspondence:

Fran reviewed the Small Cities Program for housing rehabilitation, Windsor Federal Construction, GIS updates and Canton Road sewer extension.  He recently met with the Chairman of the Conservation Commission and expects that the Conservation Commission will be making a presentation to the PZC on proposed Ridge Line Zoning in the near future.

The Commission discussed the updated format of the agenda and agreed that it was an improvement.

Fran Armentano will prepare for the Commission’s consideration a Guideline for Informal Discussions.

The meeting adjourned at 8:16 p.m.
