PLANNING AND ZONING COMMISSION
MINUTES
MAY 12, 2009
Present: Paula Johnson, Chairwoman, Daniel P. Brown, Jr., Margaret Chapple, Charles Kraiza, Paul Lambert, James Sansone and Linda Spevacek. Staff present: Francis Armentano, Director of Community Development.
The meeting opened at 7:03 p.m.
Public session: There was no public comment.
ON A MOTION by James Sansone, seconded by Charles Kraiza, the Commission voted to approve the minutes of April 14, 2009. All approved. Put Brown and Paul Lambert abstained.
The public hearing on an application seeking a special permit for the use by a religious/non-profit organization to be located in an existing storefront located at 345 Salmon Brook Street, File Z-04-09, opened at 7:04 p.m. Adam Castenir, Director of Student Ministries, Valley Brook Community Church, presented the application to the Commission. He indicated that Valley Brook Community Church is presently using the Granby Middle School gym and Senior Center for the youth ministries. They would like a more permanent arrangement and permanent location for the 6-12 grade students and have agreed to lease the storefront located at 345 Salmon Brook Street. They will primarily be using the facility for the middle school meetings on Thursday nights from 7-8:30 p.m. and expect to have an average of 25 students. On Sunday nights they anticipate using the storefront from 6-8 p.m. for an average of 20 high school students. The facility would also be open afternoons as a safe place for
students to come after school to hangout, study or for recreation with some outdoor activities. There will be adult supervision at all times. There was no public comment. The public hearing closed at 7:12 p.m.

New Business:
Fran discussed with the Commission a suggestion that the Commission adopt the GIS based Zoning Map as the Town’s Official Zoning Map of Record. He explained that the official zoning map dates back to 1980 and includes many revisions. Commission members wanted an assurance that GIS map would match the official map of record. Fran indicated that he was confident that it would match and suggested that he might be able to get another person to review each map for consistency. The Commission agreed in concept with the idea and Fran will move forward with the process. A public hearing will be held at a future date.
The Commission held a discussion regarding the Board of Selectmen referral per Section 8-24 of the Connecticut General Statutes regarding the possible purchase of the development rights for property located at 29 Bushy Hill Road, Bushy Hill Orchard. Put Brown abstained from the discussion. Fran Armentano provided information on this matter.
ON A MOTION by Linda Spevacek, seconded by James Sansone, the Commission voted to enthusiastically endorse the proposed purchase of the development rights for property located at 29 Bushy Hill Road, Bushy Hill Orchard. All approved. Put Brown abstained.
Receive Applications:
The Commission is rescinding and not accepting the application for Earth Excavation for property located at 125 North Granby Road, File Z-2-09. They will reconsider the receipt upon the submittal of additional information that brings the application into compliance with the requirements for submittal.
Application for a renewal of an existing Earth Excavation permit for property located at 536 Salmon Brook Street, Tilcon Connecticut Inc., File Z-3-09. The public hearing date is 6-9-09.
Staff Reports and Correspondence:
- Fran reported that the Floydville Bridge was now open.
- The newly accepted Town Center Zone change prompted the recent sale of an East Granby Road home.
- There are detailed maps of the Canton Road sewer project and hopefully construction will begin this year.
- The Powder Mill Lane subdivision is nearing completion as the town is completing the required public improvements. The road is nearly complete and the property boundaries have been staked.
- Fran has been working with Windsor Federal Bank and Cumberland Farms in an effort to assure the passage between the 2 properties as approved by the Commission. An easement needs to be signed between the 2 property owners.
- He is currently working on 2 preliminary subdivisions for 9-10 lots being considered.
- Fran reported that the changes in the scale of the FEMA Flood Maps have impacted a variety of Granby property owners, many of whom have been directed by their lenders to obtain flood insurance. Fran has been advising residents on this matter.
- Fran was pleased to report that the owner of 62 Creamery Hill Road quickly resolved a zoning violation when it was recently brought to his attention, thereby ending a variety of neighborhood concerns.
- The Janeski property is nearly complete and in the process of being seeded.
ON A MOTION by James Sansone, seconded by Paul Lambert, the Commission voted to approve an application seeking a special permit for the use by a religious/non profit organization to be located in an existing storefront located at 345 Salmon Brook Street, File Z-04-09. All approved.
