PLANNING AND ZONING COMMISSION
MINUTES
JULY 14, 2009
Present: Paula Johnson, Chairwoman, Daniel P. Brown, Jr., Margaret Chapple, Paul Lambert, James Sansone. Staff present: Francis Armentano, Director of Community Development.
The meeting opened at 7:01 p.m.
Public session: There was no public comment.
ON A MOTION by Paul Lambert, seconded by James Sansone, the Commission voted to approve the minutes of June 9, 2009 with the following addition: Page 1, paragraph 5, line 21 after the word neighbors. Insert: The Commission expressed concern that the issue was not immediately addressed by the applicant. All approved.
The public hearing on an application seeking a special permit for signs under Section 8.6.13 of the Zoning Regulations for property located at 21 Hartford Avenue, File Z-5-09 opened at 7:06 p.m. The application proposes a unified sign plan for the new Windsor Federal Savings building and site, Loren Rosen, President of Artfx Signs, presented the renderings of the new signage package. The proposed freestanding time/temperature sign is similar to the existing sign, located across the street at 22 Hartford Avenue. That sign will be removed and portions of it (the time/temperature elements) will be used to make the new sign. The Commission also reviewed the building and incidental signs and found them to be attractive and consistent. There was no public comment. The public hearing closed at 7:29
p.m.
The public hearing on an application that proposes the adoption of the GIS digital version of the Zoning Map, as updated to 2009, as the Town’s Official Zoning Map, File Z-5-09, opened at 7:30 p.m. Fran Armentano, gave a power-point presentation of the GIS digital version of the Zoning Maps. He demonstrated all of the overlay maps and noted that all of the zones will remain as they currently exist with only slight variations. A digital version of the map provides for easy updating of the property lines, streets, waterways, wetlands and grades. This is an accurate and permanent benefit to the residents and Commission. A letter of approval was received from CRCOG. Chairwoman Johnson and Commission members thanked Fran for a fantastic job. There was no public comment. The
public hearing closed at 7:43 p.m.
Old Business: There was no old business.
New Business:
- The Commission held a brief discussion on a temporary use of an agriculture stand for property located at 345 Salmon Brook Street. A local farmer wants to sell locally grown produce. Jim Sansone noted that any sign should comply with the sign regulations.
- The Commission held a discussion concerning the consideration of Board of Selectmen referral per Section 8-24 of the Connecticut General Statutes regarding the acquisition of a parcel of land to the rear of the Wells Road School, containing 5.75 acres. Steven and Ruth Janeski are donating the property to the Town of Granby.
ON A MOTION by Margaret Chapple, seconded by Paul Lambert, the Commission enthusiastically recommends that the Town accept the parcel of land to the rear of the Wells Road School, containing 5.75 acres being donated to the Town of Granby by Steven and Ruth Janeski. All approved.
Further, the Commission noted their sincere appreciation of this valuable gift of land and thanked the Janeski’s for their generosity.
- The Commission held a discussion concerning the consideration of Board of Selectmen referral per Section 8-24 of the Connecticut General Statutes regarding a proposed property transaction whereby the Town will acquire a portion of property and transfer a portion of property that is currently owned by the Town. The property transaction will involve properties located a 242, 246R and 248 Salmon Brook Street. Fran reviewed the map and the transfer of the properties. He indicated that the easements are being updated and it is a co-operative arrangement.
ON A MOTION by Margaret Chapple, seconded by James Sansone, the Commission supported the property transaction whereby the Town will acquire a portion of property and transfer a portion of property that is currently owned by the Town, as outlined on the subject map. The property transaction will involve properties located at 242, 246R and 248 Salmon Brook Street. All approved.
Receive Applications:
The Commission did not receive an application for a 10-lot Subdivision for property located at 100 Lost Acres Road, File Z-7-09, as it was not complete.
Staff Reports and Correspondence:
Fran indicated that Cumberland Farms and Windsor Federal Savings Bank are still negotiating an easement for the passage way between the 2 properties as approved by the Commission.
Items of Interest:
Fran briefly reviewed foreclosures, blighted properties, 37 Hartford Avenue, sewers, Silver Street Bridge, electrical modifications for street lights in the Town Center.
ON A MOTION by Margaret Chapple, seconded by Paul Lambert, the Commission voted to approve an application seeking a special permit for signs under Section 8.6.13 of the Zoning Regulations for property located at 21 Hartford Avenue according to the unified sign plan for the new Windsor Federal Savings Building and site, File Z-6-09, with the following condition:
- The freestanding sign shall be constructed as specifically proposed and the time/temperature element shall be the only digital portion of the sign. The digital portion of the sign shall not display anything other than the time and temperature.
All approved.
ON A MOTION by Paul Lambert, seconded by James Sansone, the Commission voted to approve an application that proposes the adoption of the GIS digital version of the Zoning Map as updated to 2009 as the Town’s Official Zoning Map, File Z-5-09. All approved.
All Planning and Zoning Commission meetings are canceled until September 8, 2009.
