PLANNING AND ZONING COMMISSSION
MINUTES
SEPTEMBER 8, 2009
Present: Paula Johnson, Chairwoman, Daniel P. Brown, Margaret Chapple, Charles Kraiza, Paul Lambert, James Sansone, and Linda Spevacek. Staff present: Francis Armentano, Director of Community Development.
The meeting opened at 7:05 p.m. in the Police Department Community Room
Public Session:
There was no public comment.
ON A MOTION by Paul Lambert, seconded by Linda Spevacek, the Commission voted to approve the minutes of July 14, 2009 with the following addition: under “Items of Interest”, the following sentence should read: “Fran briefly reviewed foreclosures, blighted properties, 37 Hartford Avenue, sewers, Silver Street Bridge, electrical modifications for traffic lights in the Town Center.
Old Business:
The Commission discussed the status of construction for property located at 21 Hartford Avenue, Windsor Savings Bank. Fran explained the circumstances regarding the connecting linkage that will provide an internal passage between with the Cumberland Farms property and the Windsor Federal Savings Bank site.
Fran discussed the Cambridge House Brew Pub parking area and the bio retention system that is being installed to handle stormwater that flows from the parking lot. He also briefly discussed Broad Hill Road and Fox Road.
New Business:
There was no new business.
Receive applications:
The Commission received an application for a 10 lot subdivision for property located at 100 Lost Acres Road. File Z-7-09. The application is scheduled for public hearing on September 22, 2009.
The Commission did not receive the application for earth excavation for property located at 125 North Granby Road as it was not complete. File Z-1-09
Staff reports and Correspondence:
Fran discussed the status of the anticipated construction of the Canton Road Sewer line and briefly discussed the status of the Bushy Hill Orchard.
The Commission and the Director of Community Development discussed the overall activity level and a variety of projects. The bio-retention, stormwater system at the Cambridge house was discussed. Also discussed was the need for additional elderly housing and the 2010 Census.
The meeting adjourned at 7:40 p.m.
