TOWN OF GRANBY
PLANNING AND ZONING COMMISSION
MINUTES
OCTOBER 13, 2009

Present:  Paula Johnson, Chairwoman, Margaret Chapple, Charles Kraiza, Paul Lambert, James Sansone and Linda Spevacek.  Staff present:  Francis Armentano, Director of Community Development and Kevin Clark, Town Engineer.

The meeting opened at 7:05 p.m.

Public session:
There was no public comment.

ON A MOTION by Linda Spevacek, seconded by Paul Lambert, the Commission voted to approve the minutes of September 22, 2009 with the following addition:  Page 1, paragraph 5, line 20, following the words protection purposes. Insert the sentence, James Sansone expressed great concern for fire safety and noted the lack of a water source for fire protection in the area.  All approved.  Charles Kraiza abstained.

The continuation of a public hearing on an application for a 10-lot FRD special permit and subdivision for property located at 100 Lost Acres Road, file Z-7-09, resumed at 7:07 p.m.  Attorney Richard Case presented and reviewed with the Commission a revised draft for the Open Space that is being deeded to the Granby Land Trust and Homeowners Association.  He noted changes had been made and reviewed by Fran Armentano and Put Brown, who was acting on behalf of the Land Trust.  Attorney Case reviewed what he described as Category 1 and 2 open space areas.  Fran stated that as discussed tonight, the open space did not meet the requirements of the FRD regulation.  This was easily fixed and Attorney Case agreed to modify the arrangement.  Fran noted that a change had been made to the map concerning the hammerhead turn around lots 5 & 6.  He also reviewed Chief Horr’s memo and concerns for the availability of water in case of an emergency. Dan Dumais stated he has been in contact with Chief Horr and wanted to work with him on establishing a source of water for the area.  Dan noted the possibility of a State reimbursement program for dry hydrants for all of North Granby.  The Commission members reiterated Chief Horr’s concern for a water source for fire protection.  James Sansone suggested a water cistern be installed.  Fran Armentano informed the Commission of a discussion he recently had with Chief Horr on this issue. Chairwoman Johnson suggested Chief Horr attend the next meeting to discuss the matter with the Commission.  Kevin Clark noted he received revised information late this afternoon and is in the process of reviewing storm water and run off on the site.  John Jenkins, 62 Lost Acres Road, inquired about the number of acres being donated to the Land Trust and Homeowners Association.  He requested no recreational motorized vehicles be allowed in the open space area.  He also referenced the restrictions that were placed on the Case Street properties and suggested a fire marshal review the plans.  The public hearing will be continued on November 10, 2009 to allow Commission members and Town Engineer time to review revised information and to invite Chief Horr to attend the next meeting. The public hearing adjourned at 7:42 p.m.

Receive Applications:
The Commission received an application from Stephen Hayes for property located at 349 North Granby Road to extend the gravel operation for 2 more years. The public hearing is scheduled for October 27, 2009.

The Commission received an application to remove earth materials under Section 9 of the Zoning Regulations for property located at 125 North Granby Road.  The public hearing is scheduled for October 27, 2009.

Staff Reports and Correspondence:
Fran reviewed the letter from William Volovski, Zoning Enforcement Officer, concerning the dirt bike activity for property located at 47 East Granby Road.

Items of Interest and Correspondence:
Fran noted the Town of Granby and State of Connecticut recently completed the purchase of the Development Rights for the Davis Farm located at 170 North Granby Road. The Granby Land Trust made a substantial contribution to the Town, which helped to make the preservation of this dairy farm a reality.

Windsor Federal Bank received a Certificate of Occupancy and is open for business.

The foundation permit has been issued for the approved office building at 37 Hartford Avenue and construction has begun.
