PLANNING AND ZONING COMMISSION
MINUTES
JANUARY 8, 2008
Present: Paula Johnson, Chairwoman, Margaret Chapple, Paul Lambert, Linda Spevacek, Francis Armentano, Director of Community Development and Edward Sweeney, Town Engineer.
The meeting opened at 7:03 p.m.
Public session: There was no public comment.
ON A MOTION by Margaret Chapple, seconded by Paul Lambert, the Commission voted to approve the minutes of December 11, 2007. All approved.
Public hearing on an application for a special permit for a sign under Section 8.6.13 of the Zoning Regulations for property located at 261 Salmon Brook Street, File Z-24-07, was postponed until later in the evening.
The Commission held a discussion regarding the possible modification of the plan of Conservation and Development by adding The Farmington Valley Biodiversity Project, A Model for Intermunicipal Planning in Connecticut, as it applies to Granby. Carolyn Flint, a member of the Conservation Commission, explained the Biodiversity study, presented the maps and reviewed the different areas. She encouraged the Commission to adopt the study as it provides maps and useful information for Granby and surrounding towns. Fran indicated that he too supports the adoption, but questioned whether the entire study should be adopted or just those portions pertaining to Granby. He will research the matter further and prepare a review for the Commission. Fran will also begin the process to adoption, as it could take
several months to meet all the procedural requirements.
Public hearing on an application for a special permit for a sign under Section 8.6.13 of the Zoning Regulations for property located at 261 Salmon Brook Street, File Z-24-07, opened at 7:12 p.m. Timothy Brignole, owner, indicated he thought the original approval of the Directory Sign allowed for the two 15 square foot placards identified in the design plan and that he was incompliance with the regulations. He noted that the sign and the building portico were designed with similar materials, colors and features. This was done intentionally by the designer Laurie DiBattisto in an effort to visually link the building and the sign. The sign was built and installed before it was brought to Mr. Brignole’s attention that the placards were in violation of the Zoning Regulations. Attorney
Brignole believes that the Directory Sign, as it has been designed, would look out of proportion if the placards were divided up as three 1’ x 5’s. He stated his law firm is located in the rear 1500 square feet. He anticipates leasing the front 3000 square feet, located on the first and second floor, to a single business. This business would be shown on one 3’ x 5’ placard and Brignole, Bush & Lewis would be shown on the other 3’ x 5’ placard. If the 3000 square feet were to be split between 2 tenants, the second 3’ x 5’ placard would be split equally. Attorney Brignole stated the site landscaping would be completed in the spring. He envisions shrubbery and trees around the sign and the building. A member of the public commented on the design. The public hearing closed at 7:28 p.m.
Fran gave a brief update on possible future development and anticipated applications.
Ed reported on the progress of the Janeski sand operation and noted that $37,000 has been paid in bonds. He noted the operation to date is running smoothly.
ON A MOTION by Linda Spevacek, seconded by Margaret Chapple, the Commission voted to approve an application for a special permit for a sign under Section 8.6.13 of the Zoning Regulations for property located at 261 Salmon Brook Street, File Z-24-07. The sign is approved as outlined in the exhibit A drawing. All approved.
The Planning and Zoning Commission meeting for January 22, 2008 has been canceled.
The meeting adjourned at 7:43 p.m.
