PLANNING AND ZONING COMMISSION
MINUTES
April 22, 2008
Present: Paula Johnson, Chairwoman, Margaret Chapple, Linda Spevacek, Daniel Brown, James Kraiza, Paul Lambert and Edward Sweeney, Town Engineer.
The meeting opened at 7:05 p.m.
Public session: There was no public comment.
ON A MOTION by Paula Johnson, seconded by Margaret Chapple, the Commission voted to approve the minutes of March 11, 2008. All approved. Linda Spevacek and Daniel Brown Jr. abstained.
The public hearing concerning an application to amend the Granby Zoning Regulations, Section 4.2.4 concerning Drainage Requirements and Stormwater Management opened at 7:05. Ed Sweeney presented the application and described the Phase 2 Stormwater Management requirements. He noted that these are minor wording changes to the Zoning Regulations. Paula commented on these changes. Linda asked about the potential impact that the changes will have on the regulatory process. Ed responded that the changes will primarily impact site plan applications and subdivisions of 4 lots or more. In response to other questions Ed noted that the developer is required – post construction to address pollution in accordance with the Stormwater Parameters for Phase 2 construction. Ed went on to discuss the dynamics of
construction and the need for the regulations to keep pace with changing technology and new concerns. Paula Johnson opened the hearing up for public comment and Jim Glenn of Glen Road asked if the stormwater controls address pesticide runoff? Ed responded that the regulations do not specifically address pesticides and that these regulations primarily address runoff at the point of discharge. A further discussion of pollutants ensued. Put asked if the matter was referred to the CRCOG and Ed said that it was. (In a letter dated April 18, 2008, CRCOG stated that the proposed stormwater amendments did not conflict with regional plans and policies or the concerns of neighboring towns.) The public hearing was closed at 7:18.
The Commission held a brief discussion on when to have the public hearing on an application to modify the Plan of Conservation and Development by adding The Farmington Valley Biodiversity Project. Paula suggested that the meeting be held in May and all members agreed.
The Commission briefly discussed an application for a modification of the site plan for the property located at 20 Hartford Avenue, Beman’s Hardware. A variance was approved for the property on April 15, 2008 by the ZBA. The Commission did not set a date for the consideration of the site plan.
Staff Reports and Correspondence.
Ed spoke to the Commission on the status of the Janeski excavation operations. He reported that the sand has all been removed. Topsoil is in place and Mr. Janeski has harrowed and raked the area. About 2/3 of it has been loamed and limed and about 1/3 seeded. Hal Peirce will be out in the early part of next week to water, if it hasn’t rained. On the adjacent site, tree and stump removal is complete and they are now in the process of grinding and making woodchips. They will then seed and put down rye grass. Margaret asked about the buffer. Ed commented that the buffer has been removed and that Fran Armentano is going to meet with the abutting residents about the planting of trees. Linda asked for clarification, wanting to know if the buffer meant the earth
berm. Ed responded yes, the earth berm has been removed, as this is where the top soil has been stored.
ON A MOTION by Charlie Kraiza, seconded by Linda Spevacek, the Commission voted to approve the amendment to the Granby Zoning Regulations, Section 4.2.4.
