TOWN OF GRANBY
PLANNING AND ZONING COMMISSION
MINUTES
JULY 22, 2008

Present:  Paula Johnson, Chairwoman, Daniel P. Brown, Jr., Margaret Chapple, Paul Lambert, Francis Armentano, Director of Community Development and Edward Sweeney, Town Engineer.

The meeting opened at 7:02 p.m.

Public session:  There was no public comment.

ON A MOTION by Paul Lambert, seconded by Margaret Chapple, the Commission voted to approve the minutes of July 8, 2008.  All approved.

The Commission held an informal discussion with Ed Lally concerning a reduction in the pavement width of Cider Lane.  Cider Lane is an approved dead end road, approved as part of the Cidermill Heights Section 4 application.  Mr. Lally explained that this road was originally approved with a pavement width of 24 feet.  He is requesting a reduction of the road width to 20 feet.  The reduction would reduce expenses, runoff, pavement, maintenance and snow plowing of the road. The reduction would preserve 12 feet of trees along the road.  Ed Sweeney and Fran Armentano supported the change.  James Klaus, DPW director also supports the change.  The road cul-de-sac will remain unchanged, though Ed Sweeney will work with Mr. Lally to assure that the radius leading from the road to the cul-de-sac is designed to fully accommodate larger vehicles such as snow plows, school busses and fire trucks.

ON A MOTION by Put Brown, seconded by Paul Lambert, the Commission voted to approve the reduction of Cider Lane from a road width of 24 feet to 20 feet.  All approved.

Fran informed the Commission the application for a 2,400 square foot pole barn for property located at 128 Higley Road has been withdrawn because the application did not conform to the regulations.  The applicant will continue to work with Town staff on this construction of an accessory building.

Fran noted that the Development Commission held a workshop on the design of a Granby Center zone.  The proposal was well received and the comments were very useful.  The Commission will continue to make progress.  The Planning and Zoning Commission should have a completed draft in September.  The Development Commission anticipates holding a second workshop in September.

Fran reported that the Town regularly receives complaints concerning the speed of vehicles in residential areas.  The Public Works Department and Granby Police Department have reviewed several different methods to reduce speed. Their recommendation is to use centerline and shoulder striping to visually narrow the roadway in an effort to reduce speed. This solution is the
least invasive and may have the desired results based on past studies.  The DPW intends to stripe Fern Hollow Road in the manner and then monitor the impact.

The public hearing on an application seeking to significantly amend Section 8.18 of the Zoning Regulations, Special Flood Hazard Areas will be scheduled for September, 2008.  

The Commission received an application for earth excavation for property located at 100-114 Wells Road.  Public hearing will be scheduled for September 2008.

Staff Reports and Correspondence:

Fran noted that Town Staff reviewed a potential commercial development plan for property located at 21 and 23 Hartford Avenue, property across from Bank Street next to Cumberland Farms Convenient Store.

There was no discussion concerning items of interest or concerns.

The August meetings have been canceled.

The meeting adjourned at 7:25 p.m.
