First Selectman Adams called the public hearing conducted by the Granby Water Pollution Control Authority (GWPCA) to order at 7:25 p.m.
First Selectman Adams opened the meeting and read the legal notice, as published in the Hartford Courant, stating the purpose of the meeting was to receive public comment for proposed rates for sewer use charges. The Water Pollution Control Authority sets sewer rates annually to cover the cost of sewer use.
No written communications were received in the Town Manager’s Office for inclusion at the hearing.
Town Manager Smith explained the present payment structure of the sewer authority charging a flat minimum rate, plus cost above typical use charge, for its sewer use rate charges. Due to increasing costs for electricity and costs to Simsbury, we have to raise rates. Under the suggested change, users will pay directly for the gallons used.
Town Manager Smith recommended that the Sewer Authority should charge a metered rate of $0.00285 per gallon used for fiscal year 2009-10. An amount of 1.5 times (82,500 gallons) the average residential user will apply to non-metered customers. An amount of 1.5 times (150,000 gallons) the average commercial user will apply to commercial non-metered users. An administrative fee of $35.00 will apply to any vacant property hooked up to the sewer or using less than 10,000 gallons per year.
No public in attendance spoke for or against the proposed sewer use rates.
First Selectman Adams closed the public hearing at 7:32 p.m.
