MINUTES
APRIL 5, 2010
The public hearing of the Board of Selectmen was called to order by First Selectman John Adams at 7:18 p.m.
PRESENT: John Adams, Ronald Desrosiers, B. Scott Kuhnly, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager
First Selectman Adams opened the hearing by stating the purpose of the meeting was to hear public comment regarding the creation of a proposed Ordinance to Create and Become a Member of the Central Connecticut Solid Waste Authority. He then proceeded to read the legal notice as published in the Hartford Courant.
First Selectman Adams reviewed the process, which began a couple of years ago. Municipalities were becoming frustrated in the way Connecticut Resources Recovery Authority (CRRA) represents the Mid-Connecticut towns in its decision and budget making process. A consultant was hired to evaluate CRRA operations and possibly find alternatives. Approximately 50 towns came together to form a new authority called the Central Connecticut Solid Waste Authority. They are looking for 70 or more towns to join. It will take only two or more towns passing this ordinance for the new authority to be formed. Even if this ordinance is created, it just creates another option for towns. They do not have to participate in the Central Connecticut Solid Waste Authority (CCSWA). There is no obligation to join, and they
can stay with Connecticut Resources Recovery Authority (CRRA) if they want. This is creating some competition for the Connecticut Resources Recovery Authority (CRRA), and they are lobbying against the formation of the Central Connecticut Solid Waste Authority (CCSWA).
First Selectman Adams asked if there were any written communications received and Town Manager Smith stated he received no comments, either written or verbal, on the public hearing. There was one comment from the audience and that was that this was all very interesting.
There was discussion among the Selectmen and Town Manager Smith restated that the object of forming this new authority is to give municipalities another venue to choose from. There is no obligation whatsoever. First Selectman Adams responded that this is a no lose proposition.
No other public addressed the meeting and the public hearing was closed at 7:36 p.m.
