PUBLIC HEARING
MINUTES
MAY 17, 2010

First Selectman Adams called the public hearing conducted by the Granby Water Pollution Control Authority (GWPCA) to order at 8:05 p.m.

First Selectman Adams opened the hearing and called on Selectman Kuhnly to read the legal notice as published in the Hartford Courant, stating the purpose of the meeting was to receive public comment for the proposed rates for sewer use charges.  The Water Pollution Control Authority sets sewer rates annually to cover the cost of sewer use.

 No written communications were received in the Town Manager’s Office for inclusion at the hearing.

Town Manager Smith explained that last year’s rates for sewer use charges were changed to a direct gallon use charge.  That system proved to be cumbersome for the tax office and did not yield sufficient amounts to meet expenses and reserves are therefore being depleted.  The new proposed rate for residential use is: minimum $120.00 per unit for up to 55,000 gallons per year.  The Commercial/Industrial rate is: minimum $170.00 per unit for up to 100,000 gallons per year.  All gallon usage (residential and commercial/industrial) above the minimum is recommended to be charged $.003 per gallon. 

Granby resident Wesley Goodwin, 9 Green Meadow Drive addressed the Selectmen with his concern that the new rates favor a larger family as opposed to a two person household, such as himself and his wife.  With the change set at a minimum, his bill will increase considerably.  Town Manager Smith explained that last year’s rate system was a trial and it proved to be costly for the town, as it was necessary to go into reserves to meet expenses.  Granby’s rates are much lower than most every town surveyed, and increasing slowly over the years will help Granby to come closer to meeting new debt payments due Simsbury.

No other public spoke for or against the proposed sewer use rates.

First Selectman Adams closed the public hearing at 8:12 p.m.
