PUBLIC HEARING
MINUTES
NOVEMBER 1, 2010

First Selectman Adams called the public hearing, conducted by the Granby Water Pollution Control Authority (GWPCA), to order at 7:08 p.m.

First Selectman Adams opened the hearing and called on Selectman Desrosiers to read the legal notice as published in the Hartford Courant, stating the purpose of the meeting was to discuss the proposed assessment of benefits to all affected property owners located on Canton Road, Burleigh Drive, and Archie Lane.  

Town Manager Smith reviewed the recent project installing sewers and repaving Canton Road.  He stated the total cost of that project was $373,740.  That is divided among 30 property owners and the final assessed amount, per resident, is $12,458 to be paid over a 10 year period on a yearly basis.  Delinquent payments will be assessed interest at tax collection rates.  There will be a lien on each property until the assessment is satisfied.  If the property sells before it is paid off, the lien will be satisfied at the time of the sale.  The town didn’t necessarily want to install the sewers, but with the soil conditions as they were, they didn’t have a choice.

There were three written communications received in the Town Manager’s Office for inclusion at the hearing.  Director of Community Development Fran Armentano reviewed them at the hearing.  One was to thank the town for installing the sewers; another was pleased with the sewer project but had issues with puddles after the new road was paved.  The third was asking if they could get a discount if they were to pay the full assessment in one lump sum.

Three residents addressed the Granby Water Pollution Control Authority with comments.  It was asked if they could please send notices when payments are due and would they be the same time as property taxes are due in July.  It would also be appreciated if there could be two payments a year instead of one large payment.  Also one resident was asking to have a curb put in although there was not one before the new road was installed.

Selectman Desrosiers asked if there were any unusual problems with the project.  Mr. Armentano stated it all went very well.  All people involved did a great job.  The only snag was the water line that was hit early on in the project, which was not our fault.  The map they were given to work from had the water line mismarked.

There were no further comments.

First Selectman Adams closed the public hearing at 7:21 p.m.
