PUBLIC HEARING
MINUTES
JUNE 21, 2004


The Public Hearing of the Board of Selectmen was called to order by First Selectman John Adams at 6:53 p.m.

PRESENT:        John Adams, Ronald Desrosiers, Frank Judice, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager

First Selectman Adams opened the Public Hearing and read the legal notice as published in the Hartford Courant.  The Board of Selectmen has called for a Public Hearing for the purpose of obtaining public comment regarding the Town of Granby’s proposed ordinance “Designating the Planning and Zoning Commission as the Town’s Aquifer Protection Agency”.  The purpose of the ordinance is to designate a commission to act as the Town of Granby’s Aquifer Protection Agency in accordance with Connecticut General Statutes 22a-354a.  The State of Connecticut has adopted regulations and each municipality must appoint a board or commission to act as an agency.  Granby has chosen the Planning and Zoning Commission, as have many towns.

Town Manager Smith stated he received no comments either written or verbal.

Henry Cotton, President and Operations Manager of the Salmon Brook Water District Company and also a town resident addressed the Board by stating his strong support and endorsement of the enactment of the proposed ordinance.  He read a prepared letter to the Board expressing the ongoing concern of the Officers and Board of Directors of the Salmon Brook Water District as related to the protection and monitoring of the aquifers supplying water service to this area, as well as the possibility of contaminants from outside areas or adjacent to their system.

Mr. Cotton thanked the Board of Selectmen for their cooperation in this matter and stated the District was looking forward to working with the Planning and Zoning Commission on any concerns that may arise.  Mr. Cotton furnished a telephone number and address for the Salmon Brook Water District for the benefit of the viewing audience and urged anyone with contamination concerns to contact the District.

Jeff Spence, 32 Heather Lane, addressed the Board suggesting they appoint the Inland, Wetlands and Watercourses Commission (IWWC) instead of the Planning and Zoning Commission to act as the agent for the town.  He stated the IWWC would be in a better position to keep an eye on the aquifer as the town continues to grow.  Mr. Spence further suggested a position be created for a technical person to assure protection of the recharge area and to protect the groundwater.  In conclusion, Mr. Spence volunteered his time to serve as this technical person.

Edie Duncan, 91 North Granby Road, stated she understood the reasoning behind appointing the Planning and Zoning Commission to act as the town’s Aquifer Protection Agency; however,

she agreed that the Inland Wetlands and Watercourses Commission should have input.  She suggested perhaps the Agency could be a combination of Planning and Zoning Commission and Inland Wetlands and Watercourses Commission members.

No other public addressed the Public Hearing.  The Public Hearing was closed at 7:06 p.m.
