MINUTES
MARCH 21, 2005


The Public Hearing of the Board of Selectmen was called to order by First Selectman John Adams at 7:15 p.m.

PRESENT:        John Adams, Ronald Desrosiers, Frank Judice, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager

First Selectman Adams opened the public hearing and read the legal notice as published in the Hartford Courant.  The Board of Selectmen has called for a public hearing for the purpose of hearing public comment regarding the Ordinance Authorizing Promulgation of Rules and Regulations for Parks.

The proposed ordinance repeals the Ordinance Regulating The Use And Operation Of The Parks And Open Space Land Of The Town of Granby, Connecticut, And Providing Penalties For Violations Thereof adopted October 5, 1970, and amended on December 21, 1972 and August 29, 1982.  Also, the proposed ordinance authorizes the Board of Selectmen to promulgate rules and regulations of any town-owned land and methods for enforcement of violations of such rules and regulations.

Town Manager Smith stated he received no comments either written or verbal since the notice of the public hearing was published.  However, comments received prior to the publication from the Board of Selectmen and the Park and Recreation Board have been incorporated into the Ordinance.

There were several questions and comments voiced from the public in attendance tonight.  All were addressed by the Board.  They included issues with paintball guns, rockets, noise (there is no noise ordinance in town, although there is a state statute, but no enforcement mechanism), appropriate signage for ATV’s and pocket bikes, taking dead wood (no chainsaw use), ban on trail bikes on ball fields, ban on golfing on ball fields, vehicles (like snowmobiles) only on road ways, more garbage cans (even in winter, and how will all these issues be enforced (by the police).

Selectman King noted the process for amending the Rules and Regulations was not spelled out and suggested there should not be a vote on the Rules and Regulations until such a process is identified and included.  

The Public Hearing closed at 7:35 p.m.
