PUBLIC HEARING
MINUTES
AUGUST 1, 2005


The public hearing of the Board of Selectmen was called to order by First Selectman John Adams at 8:00 p.m.

PRESENT:        John Adams, Frank Judice, Sally King, Mark Neumann and William F. Smith, Jr., Town Manager

First Selectman Adams opened the hearing and read the legal notice as published in the Hartford Courant.  The Board of Selectmen has called for a public hearing for the purpose of hearing public comment regarding the proposed Ordinance for Local Option to Allow Total Exemption for Residence by Disabled Veteran pursuant to the provisions of Connecticut General Statutes 12-81 (21) (C).

Town Manager Smith stated he received correspondence from Representative Ferrari and Peter May and had also spoken directly with Mr. May.

This proposed ordinance would exempt property tax from a disabled veteran homeowner who has received financial assistance for specially adapted housing and has applied such assistance toward the acquisition or modification of his or her dwelling.  A draft of the ordinance is available in the Town Manager’s office.

Mr. May was in attendance this evening and expressed a couple of concerns he had with the draft ordinance.  In #4 of the draft, it appeared Mr. May would no longer receive the exemption after October 1, 2008.  The Board of Selectmen indicated it was their intent to grandfather existing qualified persons when using the sunset clause if it were not to be continued.

Mr. May then requested clarification as to when the exemption would be available, i.e. which grand list or date thereafter.  Board members discussed grand list dates as they related to the date Mr. May expected to close on his house.  This discussion provided the necessary clarification for the Board as well as Mr. May.

Two members of the audience also requested clarification on different aspects of the proposed ordinance.  Town Manager Smith provided the needed information.

The Board indicated they did not intend to act on this ordinance this evening and would table action during the Board of Selectmen meeting preferring to have the full Board present when voting on the proposed ordinance.

No other public addressed the public hearing.  The public hearing was adjourned at 8:17 p.m.
