PUBLIC HEARING
MINUTES
SEPTEMBER 6, 2005


The public hearing of the Board of Selectmen was called to order by First Selectman John Adams at 7:15 p.m.

PRESENT:        John Adams, Ronald Desrosiers, Frank Judice, Sally King, Mark Neumann, and William F. Smith, Jr., Town Manager

First Selectman Adams opened the public hearing and read the legal notice as published in the Hartford Courant.  The Board of Selectmen has called for a public hearing for the purpose of obtaining public comment regarding the Town of Granby’s proposed ordinances “Abandoned, Inoperable, or Unregistered Vehicle Ordinance and Nuisance Ordinance.  The proposed ordinances will help to protect neighborhood and community property values.  One ordinance deals with vehicles and the second addresses nuisances which include appliances, containers, oil tanks, scrap metal, garbage, broken and discarded objects, etc.

Town Manager Smith received written comments from residents of Bradley Brook Drive, Sullivan Drive, Loomis Street, Silver Street, and Harmony Hill Road.  Most of the written comments favored adopting the proposed ordinances.

Fran Armentano, Director of Community Development, spoke in favor of the proposed ordinance noting he has received numerous complaints over the years.

Several Granby residents spoke in favor of the proposed Motor Vehicle ordinance, three spoke against the proposed Nuisance ordinance.  Concerns over enforcement and interpretation of the ordinance were also verbalized.

The Board of Selectman indicated they would hold the record open and continue to receive comments from the public through 5:00 p.m. on September 19, 2005.  Copies of all the written information received as of September 19, 2005 at 5:00 p.m. will be made part of the public file and will be distributed to the Board of Selectmen.  The Board will consider this as an agenda item at their October 3, 2005 meeting.

First Selectman Adams closed the oral portion of the public hearing at 7:52 p.m.
